Official Participation Framework for National Federations, National Teams and Accredited Delegations

A New Qualification Standard for World Cup 2027

Participation in the Football Skating World Cup 2027 is not automatic. Unlike previous editions, no country may send a team solely by submitting a general entry request. Every Senior and Junior national team must first receive technical qualification approval and formal participation confirmation from Federation International Football Skating - FIFS.

This higher standard has been introduced to protect the technical quality, international credibility, safety and professional presentation of the World Cup. Teams composed of beginner-level or insufficiently prepared athletes will not be admitted.

National federations are therefore strongly instructed to begin serious and structured team training immediately, rather than waiting for the opening of final registration.

Technical Qualification and Pre-Approval

Each national federation must select and prepare its Senior and Junior national teams several months before the event. For this World Cup, the Junior category comprises athletes aged 14 to 17, while the Senior category comprises athletes above 17, subject to the precise date-of-birth eligibility rules stated in the official Competition Regulations. High-quality evidence of each team’s current performance must then be submitted for technical assessment.

The review will be conducted by FIFS together with the designated World Cup Quality Control and Qualification Department operated with the support of IPTC, the Main Organizer of the World Cup.

Required qualification evidence may include:

• Recent, high-quality match footage showing the proposed national team in competitive play.
• Training footage demonstrating skating ability, ball control, passing, shooting, tactical movement and team coordination.
• A provisional roster identifying goalkeepers and outfield players.
• The names and qualifications of the national-team coaching and technical staff.
• Any additional technical evidence requested by FIFS or the Qualification Department.

FIFS may request additional footage, a live online assessment, an official training report, or participation in a pre-event qualification activity before issuing approval.

Minimum Competitive Standard

The 2027 World Cup is intended for highly trained national teams. Junior athletes aged 14 to 17 and Senior athletes above 17 must each meet the technical standard applicable to their category. Every proposed athlete must demonstrate sufficient skating competence, knowledge of Football Skating, physical readiness, tactical awareness, competitive focus and the ability to compete safely at international level.

A country that cannot present a complete and professionally prepared national-team roster of up to ten qualified male and female athletes may be refused participation. The final roster composition must comply with the official FUTINS Laws of the Game and the applicable World Cup Competition Regulations.

Technical approval is granted to the submitted team and does not create an automatic right of entry for substitute or replacement athletes who have not been assessed.

Mandatory Knowledge of the Official Laws

National federations are responsible for training their athletes and officials in accordance with the official FIFS FUTINS Laws of the Game. Every selected player must understand the rules, match procedures, referee signals, substitution requirements, disciplinary system, equipment standards and short-penalty procedures applicable to the competition.

A beginner athlete who does not understand the Laws of Football Skating may not be included in a World Cup national team. FIFS may require teams to complete an official rules briefing, online orientation or technical meeting before final accreditation.

Governmental Endorsement and National Representation

Each participating federation or officially authorized national body must submit a formal Letter of Endorsement from a competent governmental or nationally recognized sports authority in its country.

The letter may be issued by:

• The Ministry of Sport.
• The National Olympic Committee.
• A governmental sports authority or national sports council.
• Another officially recognized public sports body competent to endorse the national delegation.

The endorsement letter must:

• Be addressed directly to Federation International Football Skating - FIFS.
• Be issued on official letterhead and include a date, reference number, authorized signature and official stamp or verifiable digital authentication.
• Identify the officially selected Senior and Junior national teams.
• List the athletes, goalkeepers, coaching staff, management staff, medical staff, media staff and all other requested delegation members.
• Confirm that the persons named are authorized to represent the country at the World Cup.

A private company, club, academy or individual letter does not replace the required national endorsement. Any later change to the endorsed delegation may require an amended letter from the same authority and written approval from FIFS.

Final Registration Deadline

The complete final registration package for every Senior team, Junior team and official delegation must be submitted no later than two months before the official opening date of the World Cup, or by the earlier deadline stated in the official event circular.

This is a strict deadline. Late, incomplete or incorrectly submitted files may result in loss of qualification approval, refusal of accreditation, non-issuance of invitation documents, exclusion from event services, or cancellation of the country’s participation.

Required Athlete Information and Documents

The following information must be submitted for every Senior athlete above 17 and every Junior athlete aged 14 to 17, including goalkeepers:

• Full legal name exactly as shown in the passport.
• Date of birth, nationality and gender.
• Clear passport copy with sufficient validity for travel and visa processing.
• Recent biometric photograph meeting the official accreditation specifications.
• Professional photographs wearing the official national-team jersey.
• Player position, including identification of all goalkeepers.
• Jersey name and jersey number.
• Jersey, shorts and other required clothing sizes.
• Contact and emergency information where requested.
• Medical fitness declaration, insurance information and consent forms where required.
• Any anti-doping, safeguarding, parental-consent or eligibility document required by the athlete’s age or the Competition Regulations.

Documents must be clear, current, accurate and submitted through the official registration channel. A name, date of birth or passport discrepancy may suspend the registration until formally resolved.

Official Delegation Registration

All non-playing members of the national delegation must also be registered and approved. This may include:

• National federation president or authorized federation representatives.
• Team manager and delegation manager.
• Head coach, assistant coaches and technical staff.
• Medical and physiotherapy personnel.
• Media and communications personnel.
• Team analyst, equipment staff and other approved officials.

Only persons included in the approved final delegation list and issued the correct accreditation may access controlled team, technical, medical, media or competition areas.

Accreditation and ID Cards

All World Cup accreditation and identification cards for athletes, team officials and approved delegation members will be processed and issued through IPTC as Main Organizer, under the authority and regulations of FIFS.

Accreditation is personal, non-transferable and may be used only by the individual to whom it is issued. Misuse, alteration, duplication or transfer of an accreditation card may result in immediate cancellation and disciplinary action.

Submission of information does not itself guarantee accreditation. Accreditation becomes valid only after document verification, technical approval, payment of applicable fees, acceptance of the event conditions and final confirmation by the authorized organizers.

Official National-Team Uniform

Every team must compete in an approved, unified and clearly identifiable Football Skating national-team uniform. Jerseys belonging to another sport, federation, competition or unauthorized organization will not be accepted.

The official playing uniform must include:

• Matching national-team jerseys, shorts and socks.
• A clearly visible and unique player number.
• The player’s approved jersey name.
• The country name, code or national identity as required.
• The national flag in the approved position.
• A distinguishable goalkeeper uniform that complies with the Laws.

Permitted marks may include:

• The logo of the recognized national federation.
• The national flag.
• The official FIFS logo.
• The official IPTC logo.
• The approved World Cup identity and any sponsor or partner mark expressly authorized in writing.

All uniform designs must be professionally photographed and submitted for pre-approval before production or use. FIFS and IPTC may require correction or removal of any unauthorized logo, conflicting identity, prohibited advertising, political message or design that does not meet competition standards.

Family, Friends and Official Supporters

Athletes and national federations may request registration for family members, friends and official supporters who wish to accompany the team. These persons are not members of the sporting delegation unless separately approved in an official role.

Each accompanying person must complete the designated Family, Guest or Supporter Registration Form and purchase the applicable supporter package in full before confirmation.

Depending on the final event package, services may include:

• Accommodation.
• Airport and local transport.
• Meals.
• Venue access or spectator accreditation.
• Opening, closing, cultural or social programmes.
• Other services expressly included in the official package.

Supporter accreditation does not permit access to the team bench, dressing rooms, technical zones, field of play, medical areas or other restricted spaces unless separate written authorization is issued.

Eligibility, Nationality and Age Verification

Every athlete must satisfy the age-category, nationality, residency and representation requirements stated in the official World Cup Competition Regulations. For this event, the Junior category is intended for athletes aged 14 to 17 and the Senior category for athletes above 17, subject to the official eligibility cut-off date. FIFS may request original documents or additional evidence to verify eligibility.

An athlete may not represent more than one country in the same edition of the World Cup. Cases involving dual nationality, recent change of sporting representation, refugee status or exceptional circumstances must be submitted to FIFS for a written eligibility decision before the final deadline.

A national team may include a foreign-national player only where that athlete is a lawful resident of the country represented. The athlete must hold a valid residence visa, residence permit or equivalent official status, must genuinely live in that country, and must participate in the national team’s regular training and preparation programme. A country may not recruit a player who lives and trains in another country solely for the purpose of the World Cup.

FIFS may require documentary proof of lawful residency, address, visa validity, local training participation and the athlete’s genuine sporting connection with the country. Approval of every foreign-resident player remains subject to written eligibility confirmation by FIFS.

Junior athletes must also provide any parental or legal-guardian consent, safeguarding documentation and travel authorization required by law or the event regulations.

Medical Fitness, Insurance and Safeguarding

Each federation is responsible for ensuring that every athlete is medically fit to participate and is covered by valid travel, accident and medical insurance appropriate for international competition and skating activities.

FIFS, IPTC and the Host may require medical declarations, emergency contacts, anti-doping acknowledgements, safeguarding documents and other risk-management information. Failure to provide a required document may prevent accreditation or participation.

Code of Conduct and Disciplinary Responsibility

All athletes, officials and supporters must respect the FIFS Laws, Competition Regulations, venue rules, host-country laws, accreditation conditions, anti-discrimination principles, safeguarding standards and instructions of authorized event officials.

National federations remain responsible for the conduct of their entire delegation. Fraudulent documents, false information, violence, harassment, abusive conduct, manipulation of results, unauthorized commercial activity or serious reputational misconduct may result in suspension, exclusion or referral to disciplinary authorities.

Fees, Packages and Payment Status

Technical approval does not replace financial registration. Each participating team must pay the applicable team registration fee within the stated deadline. Where a national federation’s FIFS affiliation or country licence requires issuance, renewal or settlement, the applicable licence fee must also be completed before final confirmation.

The amounts of the team registration fee and any federation affiliation, licence or renewal fee will be announced in a future official World Cup circular. Family members, friends and supporters may purchase specially arranged supporter packages, offered under separate forms, eligibility checks, terms and preferential event rates. No additional athlete or national-team travel, hotel, local-transport or meal charge should be inferred from this page unless later announced officially in writing.

Invitations, Visas and Travel Responsibility

Official invitation or visa-support documents may be issued only after the required registration information has been submitted, verified and approved. Late or incomplete applicants should not expect invitation support or expedited processing.

An invitation letter does not guarantee a visa, entry permission or admission by any government authority. Each delegation remains responsible for passport validity, visa compliance, travel bookings, border requirements and timely arrival, unless a particular service is expressly included in the official event package.

Changes After the Deadline

Roster and delegation changes after the final deadline are not automatically accepted. A replacement may be considered only in an exceptional and documented case, such as verified injury, serious illness or another circumstance recognized by FIFS.

Any approved replacement must satisfy the same technical, identity, eligibility, uniform, medical and accreditation requirements as the original participant. FIFS and IPTC may refuse any late change that affects competition integrity, visa processing, accommodation, security or event operations.

Data Accuracy and Use of Personal Information

The submitting federation is responsible for the accuracy and lawful submission of all personal information, photographs and documents. By registering, participants authorize the processing of their data for qualification review, accreditation, visa support, event operations, security, medical response, media production and official recordkeeping, subject to applicable law and published privacy terms.

Official athlete photographs, names, national-team identity and competition images may be used in event publications, broadcasts, accreditation systems and promotional materials in accordance with the registration terms and media policy.

Final Authority and Right of Refusal

FIFS retains final authority over technical eligibility, national representation, team qualification and application of the official Laws. IPTC, as Main Organizer, administers the designated registration, quality-control, accreditation and operational processes under the approved event framework.

FIFS and the authorized organizers reserve the right to request additional evidence, impose reasonable corrective requirements, suspend an incomplete application or refuse participation where the technical, legal, safety, ethical, documentary or operational requirements have not been met.

Important Notice

No federation, team or individual should purchase non-refundable travel or make public claims of confirmed World Cup participation until written confirmation has been issued through the official FIFS/IPTC process.

Failure to respect the official deadlines, qualification requirements, documentation standards, uniform rules or accreditation procedures may result in the loss of the right to participate.
