Official FIFS Club Affiliation and Recognition

Building Local Football Skating Communities Around the World

Official Club Affiliation

Federation International Football Skating (FIFS) welcomes clubs, academies, community teams, and organized sport groups that wish to develop Football Skating within their cities and countries.

The club affiliation pathway is intentionally simpler and more accessible than the national federation affiliation process. Its purpose is to help active local organizations become part of the official international Football Skating network while maintaining clear standards of identity, leadership, communication, safety, and technical development.

There is no fixed limit on the number of clubs that may be affiliated in one country. Multiple clubs from different cities, regions, schools, academies, and communities may be recognized and supported within the same national territory.

Unlimited Club Development

FIFS supports the development of an unlimited number of qualified clubs in each country.

This open club structure allows Football Skating to grow through:

• local sports clubs
• private academies
• community organizations
• school and university clubs
• municipal sport programs
• youth-development centers
• existing skating clubs
• football or multi-sport clubs
• and newly established Football Skating organizations

Each club must complete the approved affiliation process and maintain an active, credible, and responsible local structure.

Relationship with the National Federation

Countries with an Official FIFS National Federation

Where an official FIFS-affiliated national federation already exists, clubs must operate under the national supervision and recognized structure of that federation.

In these countries, clubs may not act independently from the official national federation in matters involving national governance, official national competitions, national representation, international team entry, or use of the country's official Football Skating authority.

The affiliation process may be coordinated through the national federation, IPTC, and FIFS in accordance with the approved national system.

The national federation is expected to support, register, supervise, and develop affiliated clubs within its country.

Countries Without an Official FIFS National Federation

Where no official FIFS-affiliated national federation exists, clubs may communicate and apply directly through IPTC and FIFS.

In such countries, an approved club may become an important development center for Football Skating and may help establish the technical, organizational, and leadership foundation required for a future national federation.

The strongest and most active clubs may later be considered as part of the national federation development process, subject to legal capacity, national cooperation, organizational readiness, and final FIFS approval.

Who May Apply

The following types of organizations may apply for club affiliation:

• legally established sports clubs
• registered academies
• school or university sport clubs
• community-based sport organizations
• municipal or institutional sport centers
• existing skating, football, or multi-sport clubs adding Football Skating
• and organized groups preparing to establish a formal Football Skating club

Applicants should demonstrate a genuine commitment to developing the sport, protecting participants, following official technical standards, and maintaining regular communication.

Minimum Club Structure

A club applicant should maintain a basic but functional leadership and administrative structure.

The minimum structure should normally include:

• Club President, Director, or Authorized Leader
• Club Secretary or Administrative Contact
• Coach or Technical Coordinator
• Safeguarding or responsible adult contact where children participate
• and at least one additional committee or management member where possible

A large governing board is not required. The objective is to ensure that the club has identifiable leadership, clear responsibility, and reliable communication.

Official Club Address and Training Location

The club must provide an official correspondence address and identify its principal training location or operational area.

This may include:

• club office
• sports center
• school facility
• academy location
• municipal venue
• indoor hall
• outdoor training area
• or another suitable and verifiable sport location

A club does not need to own a permanent facility, but it should have lawful access to an appropriate place for training and activity.

Official Communication Channels

Every affiliated club should maintain reliable communication channels.

The club should provide:

• official email address
• official telephone or WhatsApp contact
• website or public information page where available
• active social-media account
• authorized contact person
• and current city and country information

Clubs must notify the relevant national federation, IPTC, or FIFS when their contact information, leadership, or location changes.

Club Name, Logo and Identity

The applicant must submit its proposed official club name, acronym where applicable, logo, and basic visual identity.

The club identity should:

• be professional and distinguishable
• comply with applicable local laws
• avoid confusion with another organization
• avoid unauthorized government, Olympic, or federation symbols
• respect FIFS intellectual property
• and accurately represent the club and its location

The club's name and logo must be reviewed and approved before it is presented publicly as an officially affiliated or recognized FIFS club.

Any later change to the approved name or logo should be submitted for review.

Leadership and Identity Documents

The applicant should submit basic identification and appointment information for its principal leaders.

This may include:

• identity document of the Club President or Authorized Leader
• identity document of the Club Secretary or Administrative Contact
• recent official photographs
• short professional profiles
• appointment or authorization letter where applicable
• and official contact information

The documentation requirement should remain proportionate to the size and legal status of the club.

Technical and Coaching Readiness

Every affiliated club should have at least one person responsible for coaching or technical development.

The club may begin the affiliation process before completing all international education requirements, but it should commit to developing qualified coaches and technical personnel through the approved FIFS and IPTC system.

IPTC may support clubs through:

• introductory Football Skating education
• coach training
• referee training
• online seminars
• practical workshops
• assessment and certification
• technical materials
• and club-development guidance

The specific number of coaches or referees required may depend on the club's size, activities, competition level, and national regulations.

Referee Development

Unlike the national federation affiliation process, a new club is not required to begin with six certified referees.

However, clubs are encouraged to nominate members for referee education and gradually develop their own local officiating capacity.

As the club grows, it may be expected to support:

• basic referee education
• local match officiating
• practical assessment
• female and male referee participation
• and future national or international certification

Where a national federation exists, referee development should be coordinated through the national structure and the approved FIFS/IPTC education pathway.

Acceptance of FIFS Rules

Every affiliated club must agree to respect the official rules, values, and technical direction of FIFS.

This includes:

• official Laws of the Game
• technical and educational standards
• ethics and fair-play principles
• safeguarding and participant protection
• anti-discrimination requirements
• event and competition regulations
• branding and identity guidelines
• authorized use of FIFS affiliation references
• and official decisions communicated through FIFS, IPTC, or the national federation

Affiliation does not permit a club to modify international rules, issue international recognition, or represent FIFS without written authorization.

Club Responsibilities

Following approval, an affiliated club is expected to:

• develop Football Skating within its local community
• organize regular training
• promote safe and inclusive participation
• support children, youth, women, and adult programs
• develop coaches and referees
• participate in approved events and competitions
• maintain accurate membership and activity records
• communicate with its national federation or IPTC/FIFS
• submit basic activity updates when requested
• protect the reputation and identity of the sport
• and work toward long-term local development

Clubs should focus on sustainable growth rather than affiliation in name only.

Rights and Opportunities of Affiliated Clubs

Subject to active status and applicable regulations, affiliated clubs may receive access to:

• official listing in the FIFS Clubs Directory
• an official affiliation or recognition license
• authorized use of their FIFS-affiliated club status
• technical and administrative guidance
• coach and referee education
• international seminars and workshops
• approved competitions and development events
• club networking opportunities
• future national or international club pathways
• and consideration for RollerSoccer Club World Cup development

Competition eligibility, event entry, voting rights, national representation, and international appointments remain subject to separate regulations and approvals.

Affiliation Status

FIFS may use different club-status categories depending on the stage of development.

Applicant Club

The organization has submitted an application but has not yet received official affiliation.

Provisional Affiliated Club

The club has received conditional approval while completing specified documentation, education, identity, or operational requirements.

Full Affiliated Club

The club has completed the required process and received official approval and licensing.

Inactive or Suspended Club

The club is temporarily inactive, expired, restricted, or suspended due to non-compliance, lack of activity, outdated documentation, or another official reason.

Club Application Process

The club affiliation process is designed to be clear and practical.

Step 1 - Submit an Initial Application

The club submits its request, basic identity, country, city, leadership information, and development objectives.

Step 2 - Document and Structure Review

IPTC, FIFS, or the official national federation reviews the applicant's structure, leadership, identity, communication channels, training location, and development plan.

Step 3 - Logo and Name Review

The proposed club name, logo, and public identity are reviewed for approval.

Step 4 - Technical Development Plan

The club confirms its coaching, education, safety, and activity-development pathway.

Step 5 - Completion of Required Procedures

The applicant completes the required documents, declarations, registration procedures, and applicable fees.

Step 6 - Final Approval and License

Following approval, the official affiliation or recognition license is issued through the authorized FIFS/IPTC framework.

Required Application Information

A club applicant should be prepared to submit:

• official club application letter or form
• club name and acronym
• country and city
• legal registration document where available
• basic constitution, rules, or internal structure where available
• leadership and committee information
• President or authorized leader documents
• Secretary or administrative contact documents
• official address and training location
• email, telephone, website, and social-media information
• proposed club logo
• coach or technical contact information
• estimated number of athletes or participants
• short club-development plan
• declaration of compliance with FIFS rules
• and any additional information requested during review

Newly developing clubs may be guided through missing items rather than being rejected solely because their structure is still being completed.

Apply Through IPTC Organization

Clubs in countries without an official FIFS national federation may apply directly through IPTC Organization.

Clubs in countries with an official national federation should normally coordinate through that federation, while IPTC may continue to support documentation, education, licensing, and international communication within the approved structure.

After receiving the application, IPTC will review the submission, identify any missing requirements, provide guidance, and coordinate the next steps with FIFS or the relevant national federation.

Submission of an application does not automatically guarantee affiliation. Final approval is subject to completion of the required process and official authorization.

From Club Development to a Future National Federation

In countries without an official national federation, affiliated clubs can play a major role in establishing the future national structure of Football Skating.

Active clubs may contribute by:

• developing athletes and coaches
• creating local competitions
• training referees
• building public awareness
• forming partnerships with schools and institutions
• working with local sport authorities
• and connecting other clubs across the country

Where several credible clubs are active, FIFS and IPTC may encourage cooperation toward a unified national federation structure.

A club does not automatically become the national federation. Any future national role requires a separate application, broader national representation, appropriate legal and organizational capacity, and final FIFS approval.

Each club profile may include:

• country flag
• country name
• city or region
• official club name
• official club logo
• affiliation status
• year of affiliation
• club leader or President where approved for publication
• official website
• social-media links
• official contact information
• and disciplines or programs offered

The directory may include multiple clubs from the same country and should allow visitors to search or filter by country, city, discipline, and membership status.

Continuing Compliance and Renewal

Club affiliation must remain active and current.

Clubs may be required to update:

• leadership information
• contact details
• training location
• logo or legal identity changes
• coach and referee information
• activity records
• participant and safeguarding arrangements
• and renewal documentation

Affiliation may be reviewed, renewed, made conditional, suspended, or withdrawn where a club becomes inactive, misuses its status, violates regulations, provides misleading information, or fails to maintain basic standards.

Important Limitations

Club affiliation does not authorize a club to:

• claim exclusive authority over an entire country
• present itself as the national federation
• represent national teams without approval
• issue international licenses or certificates independently
• modify FIFS Laws of the Game
• organize unauthorized international championships
• represent FIFS in government or contractual matters without written authority
• or use FIFS branding beyond the approved affiliation scope

Clubs operate locally within their approved status and, where applicable, under the supervision of the official national federation.
