Introduction

The Board Members of Federation International Football Skating (FIFS) bring together the principal international leaders, founders, discipline representatives, and senior officials responsible for supporting the global development of Football Skating.

The current senior leadership reflects the historical development of the sport's principal disciplines and the international cooperation that led to the establishment of FIFS as the unified world governing structure for Football Skating.

Under the leadership of the President, Board Members contribute their experience, institutional knowledge, technical understanding, international networks, and commitment to the development of the federation and its official disciplines.

Leadership Built on International Foundations

Football Skating has developed through the work of pioneers from different countries and sporting backgrounds.

The current senior Board structure brings together the founders and international leaders connected to:

• and the establishment of Federation International Football Skating

This leadership structure preserves the history of the sport while creating a unified international direction for its future.

Presidential Era, Institutional Transformation and Global Legacy

The presidency of Dr. Mehdi Salman Pour represents one of the most important periods of institutional transformation in the modern history of Football Skating. Under his leadership, the sport moved from fragmented and locally developed formats toward a structured international federation system supported by official rules, education, certification, national federation development, World Cup organization, and long-term global planning.

The following reforms, innovations, and international projects were introduced, designed, organized, or led during his presidency.

Reform of the International Refereeing System

Under the leadership of Dr. Salman Pour, the international refereeing structure of Football Skating was reorganized and modernized.

This included the review and restructuring of refereeing rules, the creation of a professional officiating framework specific to Football Skating, the development of national, continental, and international certification levels, annual update requirements, and preparation pathways for official national, continental, and World Cup competitions.

The objective was to establish a refereeing system specifically designed for the technical, tactical, movement, safety, and competition requirements of Football Skating rather than simply copying systems used by FIFA or other sports.

Reform of the International Coaching System

The international coaching system was restructured during the presidency of Dr. Salman Pour.

This development included new coaching education pathways, national, continental, and international certification levels, updated coaching methodologies, age-appropriate athlete-development systems, team-building frameworks, and international preparation standards for domestic, continental, and World Cup competition.

The system was designed to support the formation of professional teams in different age categories and to help national federations, clubs, schools, and coaches prepare athletes through a consistent international development model.

International Referee and Coach Education

Dr. Salman Pour initiated and expanded international referee and coach education through both physical and online seminars, delivered with the operational and financial support of IPTC - International Professional Training Certification.

According to FIFS and IPTC records, these programs have contributed to the education and official certification of more than 1,000 referees and more than 1,000 coaches across the international Football Skating network.

This development created one of the first structured global education bases for referees and coaches within the sport.

Development of the Official Football Skating Ball

One of the most important technical innovations introduced during the presidency of Dr. Salman Pour was the transition from a conventional football ball to a specially developed official Football Skating ball.

For the first time in the history of the sport, a dedicated size 5.5 ball was conceptualized for Football Skating competitions. The idea and technical direction were initiated by Dr. Salman Pour, while design, production, testing, and financial investment were supported through IPTC resources.

This project helped Football Skating establish its own competition identity and reduce dependence on equipment designed exclusively for traditional football.

Organization of National and Club Competition Systems

Under the leadership of Dr. Salman Pour, FIFS began organizing and developing structured pathways for national competitions, club competitions, international club participation, national-team development, continental planning, and World Cup qualification and participation.

The long-term objective is to create a connected competition pathway from schools and clubs to national federations, continental events, and World Cups.

Establishment and Recognition of National Federations

A major part of the presidential development strategy has been the establishment, recognition, and affiliation of official national Football Skating federations.

National structures are supported in establishing official organizations, seeking recognition from the relevant Ministry of Sport or National Olympic Committee, developing clubs and training systems, complying with FIFS requirements, and obtaining official affiliation from FIFS.

IPTC is responsible for the operational development, documentation, certification, affiliation support, communication, and international coordination required for these national structures.

The Largest Football Skating Event in Modern History - 2024

In November 2024, under the leadership and organization of Dr. Mehdi Salman Pour, FIFS delivered the largest international Football Skating event held in the modern history of the sport.

The event represented a major milestone and brought together international teams, federation representatives, referees, coaches, officials, and participants from different regions of the world.

It also demonstrated the capacity of FIFS and IPTC to organize a large-scale international competition supported by professional technical, educational, operational, and institutional structures.

Creation of Ice Football Skating

Dr. Salman Pour designed and initiated the development of Ice Football Skating as a new official FIFS discipline.

The discipline was developed with original competition principles, unique technical conditions, specially designed Laws of the Game, a new match environment, and a distinct identity under FIFS.

One of its defining characteristics is that it does not use a conventional modern football goal in the traditional format. The first official international Ice Football Skating World Cup is planned for 2028.

Creation of Freestyle Football Skating

Dr. Salman Pour also designed and initiated Freestyle Football Skating as a new official discipline combining football control, skating ability, creativity, technical execution, performance quality, and competition presentation.

Its Laws of the Game, judging principles, competition format, technical framework, and development model were conceived under the leadership of the President.

The first official international Freestyle Football Skating Open Tournament or Championship is planned for 2028.

First Junior Football Skating World Cup - 2024

Another major initiative developed under the presidency of Dr. Salman Pour was the official creation and organization of the first Junior Football Skating World Cup in 2024.

Turkiye finished as Champion, Egypt achieved Second Place, and Ghana achieved Third Place.

The introduction of the Junior World Cup created a new long-term pathway for younger athletes and national teams, and junior competition is intended to continue alongside future senior World Cups.

Schools Open Football Skating World Cup - 2028

Dr. Salman Pour designed and initiated the concept of the first Schools Open Football Skating World Cup, planned for 2028.

Under this model, school students will compete through school-based club teams rather than through only one national team per country. Between 2026 and 2028, schools in different countries will be encouraged to establish teams, complete domestic competition and qualification pathways, and prepare for international participation.

Following domestic events and qualification procedures, multiple eligible schools from each country may participate independently in the host country. The concept is being developed for implementation through FIFS and IPTC.

Vision for the Historic Football Skating World Cup 2027

Under the leadership of Dr. Mehdi Salman Pour, FIFS is developing the Football Skating World Cup 2027 within the FUTINS discipline as the largest event in the history of Football Skating.

The event is planned to bring together approximately 32 to 48 countries and will include both the Senior Football Skating World Cup and the Junior Football Skating World Cup.

The wider program is planned to include an International Commercial and Cultural Exhibition, educational and technical programs, international media and television participation, brand activations, a closing festival, a live music concert, and an official final celebration.

International media, television networks, institutional guests, and representatives connected to Guinness World Records may be invited. The event is being developed under the strategic direction of the President, supported by IPTC, the international organizing team, the Host Organization, sponsors, and approved partners.

Future International Event Pathway

In 2028, FIFS plans the first Schools Open Football Skating World Cup, the first Ice Football Skating World Cup, and the first Freestyle Football Skating Open Tournament or Championship.

In 2029, FIFS plans the Football Skating Club World Cup for the RollerSoccer discipline.

Together, these projects create a multi-year international competition pathway across youth, schools, clubs, ice, freestyle, and the principal official disciplines of Football Skating.

Leadership of Innovation and International Expansion

The initiatives introduced during the presidency of Dr. Mehdi Salman Pour demonstrate a leadership model based on innovation, institutional development, technical reform, international education, federation expansion, youth development, new discipline creation, event growth, and long-term global strategy.

Together, these programs form part of a wider plan to transform Football Skating into a professionally governed, internationally recognized, technically independent, and globally accessible sport.

A Unified International Leadership Structure

The cooperation between the President and the Vice Presidents represents an important stage in the international development of Football Skating.

The leadership structure brings together the founder of the Footinz International Federation and FIFS, the founder of FUTINS in Brazil, and the founder of the international RollerSoccer movement in the United States.

This combination of historical experience and institutional cooperation helps FIFS preserve the identity of each discipline while developing them within one unified global federation.

Each official discipline remains an important part of the Football Skating family, while FIFS provides the common international framework for governance, recognition, development, events, education, and future expansion.

Responsibilities of Board Members

Board Members support the President and the federation in areas such as:

Each Board Member is responsible for duties formally assigned through an official appointment, presidential decree, mandate, or written authorization. Board membership does not provide independent authority to bind FIFS financially, contractually, or institutionally unless such authority has been expressly granted in writing.

Appointment and Official Recognition

All Board Members and senior officials of FIFS serve through official appointment or confirmation by the President of Federation International Football Skating.

Each appointment may be documented through an Appointment Certificate, Presidential Decree, Official Mandate, Appointment Letter, Identification Card, or another formal instrument authorized by FIFS.

Where preparation, registration, certification, identification, or issuance of official appointment documents is required, IPTC - International Professional Training Certification - is responsible for the operational issuance process under the authority and approval of FIFS.

Accountability to the President

Board Members perform their duties under the strategic leadership and institutional supervision of the President. They are expected to act within their assigned mandate, maintain regular communication, provide reports when requested, protect confidential information, avoid unauthorized representation, and contribute actively to the international development of Football Skating.

The President may review, clarify, revise, expand, suspend, or conclude an appointment according to the operational requirements and institutional interests of FIFS.

Only individuals holding an official appointment or confirmation issued under the authority of the President may be presented publicly as Board Members or official representatives of FIFS.
