Governance of Federation International Football Skating

Introduction

The Governance Framework of Federation International Football Skating (FIFS) establishes the principles, authority structure, responsibilities, decision-making processes, accountability standards, and institutional controls through which the federation is directed and administered.

The framework is designed to support international consistency, responsible leadership, clear delegation of authority, technical independence, institutional accountability, ethical conduct, transparent administration, protection of federation rights, and the long-term global development of Football Skating.

FIFS operates as the international governing structure for Football Skating and its officially recognized disciplines.

The federation's governance system is led by the President of FIFS, supported by the Executive Board, Management Board, Board Members, specialized committees, discipline representatives, national members, and officially appointed international personnel.

FIFS provides unified international direction for the governance, development, regulation, and promotion of Football Skating. Every official, committee, department, national representative, event body, and appointed person must operate within a clearly defined mandate.

No title or position automatically grants unlimited authority. Authority must be established through the FIFS Statutes, official regulations, presidential decrees, appointment certificates, written mandates, approved agreements, or formal written authorization.

All officials and organizational units are accountable for the responsibilities, funds, information, and institutional trust assigned to them. Appointments are not honorary titles without responsibility; each appointed person is expected to provide meaningful service within the assigned area.

FIFS supports fair access and participation without unlawful discrimination and encourages qualified participation by women, youth, athletes, coaches, referees, administrators, technical experts, and professionals from different countries and regions.

Each body has a distinct role and must operate within its approved mandate.

Authority of the President

The President of Federation International Football Skating is the principal international leader and highest executive authority of the federation.

The President is responsible for the strategic direction, international representation, institutional supervision, development priorities, and executive coordination of FIFS.

The President's authority includes leading the federation internationally; approving strategic plans; appointing and removing officials; establishing committees and departments; defining reporting structures; approving official mandates; authorizing competitions and international events; recognizing national structures; approving affiliations; issuing presidential decrees; approving technical regulations; supervising international programs; protecting FIFS intellectual property; approving institutional partnerships; representing FIFS before governments and international organizations; and taking necessary executive decisions in the interest of the federation.

The President may delegate specific responsibilities in writing. Delegation does not remove the President's overall supervisory authority unless expressly provided by the Statutes or an approved governance instrument.

Executive Board

The Executive Board supports the highest-level strategic and institutional governance of FIFS.

Its functions may include reviewing major strategic matters, advising the President, supporting international expansion, considering high-level governance issues, reviewing important technical or institutional proposals, supporting major event strategy, and assisting with long-term development planning.

The Executive Board does not replace the authority of the President. Its decisions, recommendations, and resolutions take effect according to the approval requirements established in the FIFS Statutes, presidential authority, or applicable regulations.

Management Board

The Management Board supports the administration, implementation, monitoring, and coordination of approved FIFS programs and activities.

Its responsibilities may include operational planning, internal coordination, progress monitoring, project management, departmental supervision, committee coordination, administrative review, event preparation, membership support, and implementation of approved strategies.

The Management Board operates under the leadership of the President and within the authority formally assigned to it. It may not independently alter the Statutes, create unauthorized financial obligations, enter binding agreements, or issue official international commitments without the required approval.

Board Members

Board Members contribute experience, technical knowledge, international networks, historical understanding, and leadership support to FIFS.

Their responsibilities are defined by their official appointments and may relate to a discipline, continent, country group, development program, technical area, event, or another strategic field.

Board membership does not create independent financial, contractual, regulatory, or representative authority unless expressly granted in writing.

Committees

Specialized committees support technical, disciplinary, educational, administrative, medical, legal, commercial, development, and event-related areas.

Committees act in an advisory and implementation-support capacity within their assigned mandates. They may review issues, develop proposals, prepare recommendations, assist with implementation, conduct technical studies, support events, and submit reports.

Committee recommendations become official only after approval by the competent FIFS authority. All committee chairpersons and members must be officially appointed or confirmed.

Each discipline may have a Vice President or discipline leader, technical committee, competition structure, dedicated Laws of the Game, specific equipment standards, educational pathways, and development programs.

Discipline structures are not independent federations. They operate under FIFS authority and remain accountable to the President and the official governance system of the federation.

National Federations and National Bodies

FIFS may recognize, affiliate, or cooperate with national federations, associations, governing bodies, clubs, academies, schools, universities, or other authorized national structures.

A recognized national body is expected to comply with FIFS technical standards; protect the name and reputation of FIFS; develop the sport nationally; maintain proper administration; support coaches and referees; organize approved competitions; provide required reports; respect intellectual-property rights; and operate within its national legal environment.

Where possible, national bodies should seek recognition from the relevant Ministry of Sport, National Olympic Committee, sport authority, or other competent national institution.

Recognition by a national authority does not automatically create FIFS affiliation. FIFS affiliation requires formal approval through the federation's official process.

Appointment and Delegation System

All official roles must be supported by a valid appointment or authorization.

Appointments may be continuing, fixed-term, temporary, interim, project-specific, event-specific, conditional, or subject to periodic review.

An appointment should define the person's name, official title, area of responsibility, reporting line, effective date, duration, scope of authority, limitations, and any review conditions.

Appointments may be amended, suspended, replaced, revoked, or concluded according to institutional requirements and applicable FIFS rules. No person may transfer or delegate their FIFS authority to another person unless written permission has been granted.

Decision-Making Process

FIFS decisions may be made through presidential decisions, Executive Board review, Management Board recommendations, committee recommendations, technical assessments, written resolutions, official correspondence, approved meeting records, or other authorized institutional procedures.

The level of approval required depends on the nature of the matter.

Strategic decisions include long-term international direction, creation of new disciplines, major partnerships, World Cup hosting, institutional restructuring, recognition of national federations, and significant amendments to governance policy.

Operational decisions include project schedules, internal coordination, event implementation, seminar planning, administrative procedures, and approved program delivery.

Technical decisions include Laws of the Game, competition formats, referee interpretations, coaching standards, equipment standards, judging systems, and athlete-development frameworks. Technical proposals must be reviewed through the appropriate structure and formally approved before becoming official.

Meetings and Resolutions

Official FIFS meetings may take place physically, online, or through a hybrid format.

Meetings should be supported by appropriate records, including the agenda, participant list, attendance, discussion summary, decisions, action points, deadlines, and responsible persons.

Where a formal resolution is required, the resolution should clearly identify the matter considered, the authority approving it, the date, the decision, and any conditions attached.

Informal discussions, private messages, or verbal statements do not automatically constitute binding FIFS decisions.

Written Authorization

All significant external authority should be documented in writing.

Written authorization is required for signing agreements, financial commitments, sponsorship negotiations, collecting fees, representing FIFS before governments, issuing licenses, authorizing events, appointing third parties, using protected trademarks, and making binding public commitments.

Written authorization may be issued through a presidential decree, mandate letter, appointment certificate, official email, board resolution, approved agreement, or another recognized FIFS document.

Financial Governance

FIFS financial governance is based on authorization, documentation, accountability, and separation of responsibilities.

Financial activities should be supported by approved budgets, contracts, invoices, receipts, payment records, financial reports, and audit procedures where required.

No official, Board Member, committee member, national representative, or partner may collect or control money in the name of FIFS without written authorization.

FIFS and IPTC - International Professional Training Certification have distinct institutional and operational functions. FIFS is responsible for international governance, technical authority, official recognition, competition authorization, federation policy, Laws of the Game, and institutional leadership.

IPTC may be responsible, under approved arrangements, for operational delivery, education, certification, licensing administration, event organization, financial support, international development, equipment development, commercial implementation, and sponsorship coordination.

The allocation of revenue, cost, authority, and responsibility must be determined through written agreements or officially approved frameworks. FIFS committees or officials do not automatically have control over IPTC funds, commercial revenue, sponsorship income, or investments.

Event Governance

All FIFS-authorized international events must operate within an approved governance structure.

Major events may involve FIFS, IPTC, the Host Organization, Local Organizing Committee, International Organizing Committee, national authorities, sponsors, media partners, venues, suppliers, and technical officials.

The governance structure must clearly identify the rights holder, technical authority, main organizer, host responsibilities, financial control, approval process, event leadership, reporting lines, commercial rights, and liability allocation.

No host, local partner, organizer, or committee may independently represent itself as the owner or governing authority of an FIFS competition.

Competition Integrity

FIFS is committed to maintaining fair and credible competition.

Competition integrity includes consistent application of the Laws of the Game, qualified referees, proper registration, accurate player eligibility, disciplinary control, safe venues, approved equipment, fair competition formats, transparent results, and protection against manipulation or misconduct.

Any suspected breach may be referred to the appropriate technical, ethics, disciplinary, or governance body.

Ethics and Conduct

All FIFS officials and representatives are expected to act honestly; avoid misuse of position; protect confidential information; disclose relevant conflicts; avoid discrimination and harassment; respect athletes and officials; protect minors; comply with anti-corruption standards; avoid unauthorized financial activity; and maintain professional conduct.

Misconduct may result in warning, corrective action, suspension, removal from position, cancellation of appointment, loss of membership or affiliation, referral to relevant authorities, or other appropriate action.

Conflict of Interest

A conflict of interest may exist where personal, financial, professional, family, business, or organizational interests could improperly influence an official decision.

Persons involved in FIFS governance should disclose relevant conflicts. Depending on the circumstances, the person may be required to provide full disclosure, abstain from discussion, abstain from voting, withdraw from the relevant process, or obtain written approval before continuing.

A disclosed conflict is not automatically misconduct. Failure to disclose a material conflict may constitute a governance or disciplinary breach.

Confidentiality

Officials and representatives may have access to confidential information, including contracts, financial records, personal data, strategic plans, event negotiations, technical developments, disciplinary matters, and internal communications.

Confidential information must not be disclosed or used for personal, political, commercial, or competitive advantage. The duty of confidentiality may continue after an appointment or relationship with FIFS has ended.

Intellectual Property

FIFS intellectual property may include the federation name, logos, trademarks, competition names, event identities, Laws of the Game, technical regulations, certificates, educational materials, videos, photographs, databases, official designs, and discipline-related concepts.

Use of FIFS intellectual property requires authorization. National members, organizers, sponsors, media partners, officials, and third parties may use such rights only within the scope granted to them.

Unauthorized registration, copying, commercial use, transfer, or misrepresentation may lead to legal and disciplinary action.

Data Protection and Records

FIFS seeks to maintain accurate and secure institutional records, including appointments, memberships, affiliations, certificates, licenses, competition results, disciplinary records, meeting minutes, contracts, financial documentation, and official correspondence.

Personal and institutional data should be collected, stored, accessed, transferred, and retained only for legitimate purposes and according to applicable requirements. Access should be limited to authorized persons.

Communication and Public Representation

Only authorized persons may issue official statements or represent FIFS publicly.

Official communication may include website announcements, press releases, letters, social media statements, event announcements, government correspondence, technical circulars, and official notices.

Personal opinions must not be presented as official FIFS policy. Representatives must avoid making unauthorized promises, commitments, accusations, or public statements that may damage the federation.

Recognition, Affiliation, Licensing and Certification

Recognition, affiliation, licensing, and certification are separate institutional processes.

Recognition confirms that FIFS acknowledges a person, body, event, or structure for a defined purpose.

Affiliation creates an official relationship with FIFS, subject to compliance, renewal, reporting, and institutional requirements.

Licensing grants permission to perform a defined activity, use an approved right, operate a program, or participate under FIFS authority.

Certification confirms that an individual, organization, program, course, qualification, or standard has met defined requirements.

Each status may be conditional, limited, renewable, suspended, or revoked.

Monitoring and Compliance

FIFS may monitor the performance and compliance of officials, committees, national members, affiliates, event organizers, licensed bodies, coaches, referees, and authorized partners.

Monitoring may include document review, activity reports, competition observation, financial review, compliance checks, interviews, inspections, and requests for corrective action.

Failure to cooperate with a legitimate compliance review may affect the relevant appointment, affiliation, recognition, or authorization.

Suspension and Revocation

FIFS may suspend or revoke an appointment, affiliation, license, recognition, or authorization where appropriate.

Grounds may include inactivity, misconduct, breach of mandate, unauthorized representation, non-compliance, misuse of the FIFS name, financial irregularity, reputational harm, failure to report, conflict with federation interests, or serious breach of applicable rules.

Suspension may be temporary while a matter is reviewed. Revocation should be documented through an official notice or decision.

Dispute Resolution

Disputes should first be addressed through internal communication and the appropriate governance channel.

The process may include written complaint or notification, preliminary review, request for information, mediation or internal discussion, committee review where appropriate, written recommendation, and final decision by the competent authority.

Where a matter cannot be resolved internally, it may be referred to mediation, arbitration, or a competent legal forum according to the applicable agreement, Statutes, or jurisdiction.

Amendments to the Governance Framework

This Governance Framework may be reviewed and updated as FIFS develops.

Amendments may be required due to international expansion, new disciplines, new competition formats, legal requirements, operational experience, institutional restructuring, event development, or changes in international sport governance.

Amendments become effective after approval by the competent FIFS authority.

Relationship with the FIFS Statutes

This Governance Framework supports the implementation and interpretation of the FIFS institutional structure.

Where any inconsistency exists between this framework and the formally approved FIFS Statutes, the Statutes take priority unless an authorized amendment has been adopted.

Specific matters may also be governed by regulations, codes, policies, competition rules, committee mandates, event agreements, licensing conditions, and presidential decisions.

Governance Designed for Development

The FIFS governance system is intended to protect the federation while enabling responsible international growth.

It combines strong international leadership, defined authority, specialist support, national development, technical regulation, operational partnerships, ethical standards, and institutional accountability.

The purpose of this framework is not to create unnecessary bureaucracy. Its purpose is to ensure that every person and organization working with FIFS understands who has authority, what responsibilities apply, how decisions are approved, how the federation is represented, and how the integrity of Football Skating is protected.

One Federation, One International Direction

FIFS brings together multiple disciplines, countries, technical systems, development programs, and international partners within one unified global structure.

Its governance framework ensures that this diversity operates under a common institutional direction.
