Official Affiliation and Recognition Pathway

Federation International Football Skating - FIFS

Building Strong National Structures

Federation International Football Skating (FIFS) works with national federations and authorized national governing bodies to develop, regulate, and represent Football Skating within their respective countries.

A national body seeking official affiliation must complete a formal institutional, legal, technical, administrative, and educational review. Following successful approval, it may receive an official FIFS National Federation Affiliation and Recognition License through the authorized process administered by IPTC Organization - International Professional Training Certification.

The purpose of this pathway is to ensure that every national member operates through credible leadership, a functional office, qualified technical personnel, transparent communication, and a genuine commitment to the long-term national development of Football Skating.

One Country. One Credible National Structure. One International Standard.

One Principal National Member in Each Country

FIFS aims to recognize one principal national federation or national governing body for Football Skating in each country, subject to national law and the federation's official approval procedures.

The recognized national member is expected to develop and supervise Football Skating in accordance with FIFS Statutes, regulations, Laws of the Game, technical standards, education requirements, ethics principles, and official written decisions.

Where more than one organization applies from the same country, FIFS may assess the legal status, national recognition, governance, technical readiness, activity record, development plan, and long-term suitability of each applicant before determining the appropriate national structure.

Submission of an application does not create automatic recognition, exclusivity, or membership. Final affiliation remains subject to official FIFS approval.

Official Application Process

Step 1 - Formal Application

The applicant submits an official written request to enter the FIFS national affiliation process. Applications may be made through IPTC Organization, which coordinates communication, documentation, education, and licensing procedures on behalf of the official affiliation pathway.

Step 2 - Preliminary Review by FIFS

FIFS reviews the applicant's identity, leadership, legal status, national role, development capacity, and suitability to proceed.

Step 3 - Documentation and Communication through IPTC

Following preliminary acceptance, IPTC begins direct communication with the applicant and requests the required legal, administrative, technical, and public-information documents.

Step 4 - Completion of Requirements

The applicant completes the required registration, documentation, education, referee certification, identity approval, and any applicable affiliation procedures.

Step 5 - IPTC Confirmation to FIFS

Once the required procedures are completed, IPTC submits its confirmation and recommendation to FIFS for final institutional review.

Step 6 - Final FIFS Approval

FIFS may approve the application, approve it conditionally, grant provisional status, request further information, defer a decision, or reject the application.

Step 7 - Issuance of the Official License

Following final approval by FIFS, IPTC issues the official National Federation Affiliation and Recognition License within the authorized licensing framework.

Minimum Governance Requirements

Every applicant must demonstrate a real and functional organizational structure.

• President
• Secretary General
• Vice President or Vice Presidents, where applicable
• Treasurer or Finance Officer, where applicable
• Executive Board Members
• Technical and Development Officers

The federation must submit the official names, titles, contact details, appointment or election information, and requested identification documents of its authorized leadership.

President and Secretary General Documentation

At minimum, official documentation must be submitted for the President and Secretary General.

• curriculum vitae or professional profile
• official email and telephone details
• signed declarations or additional verification requested during review

FIFS and IPTC may request verification of the authority, appointment, election, or legal representation of the submitted officers.

Official Office and Contact Infrastructure

The applicant must provide a verifiable physical address to serve as its official national office or administrative headquarters.

The federation must also maintain reliable communication channels, including:

• official federation email address
• official telephone number
• official website or verified web page
• official social-media channels
• official correspondence address
• authorized contact person

All contact information must remain current. Any change to the office address, leadership, official email, telephone, website, or public identity must be reported without delay.

Official Website and Public Communication

An affiliated national federation should maintain an active, credible, and professional public presence.

Its website and official channels should present:

• the legal and public identity of the federation
• national leadership
• Football Skating programs and activities
• events, education, and development news
• membership and contact information
• authorized reference to FIFS affiliation
• accurate and current public announcements

Misleading, inactive, unauthorized, or conflicting public communication may be reviewed and may affect affiliation status.

Minimum International Referee Requirement

A national federation seeking full operational affiliation should have a minimum of six internationally certified referees:

• three male referees
• three female referees

The referees must complete or hold the applicable international certification recognized under the FIFS and IPTC education framework.

Where the applicant does not yet meet this requirement, IPTC may organize online or in-person courses, seminars, practical education, assessment, examination, and certification to support completion of the referee pathway.

This requirement helps ensure that the federation has the minimum technical capacity needed to conduct national competitions, apply the Laws of the Game, and develop the discipline responsibly.

Coaching and Technical Development

National members are also expected to establish an appropriate coaching and technical-development structure.

Depending on the stage of affiliation and future regulations, the federation may be required to nominate or develop:

• certified coaches
• technical director
• referee coordinator
• competition manager
• national-team staff
• youth-development personnel
• education coordinator

FIFS and IPTC may introduce specific minimum coaching or technical requirements for full membership, event eligibility, or national competition authorization.

National Recognition and Government Relations

Applicants should provide evidence of recognition, registration, approval, or acknowledgment by a competent national institution where such recognition is legally available or required.

This may include recognition from:

• Ministry of Sport
• National Olympic Committee
• national sports authority
• government department responsible for sport
• national federation registry
• another competent public institution

The form of recognition may differ from country to country. FIFS will consider the national legal environment and the authority of the issuing institution when reviewing the submitted evidence.

Support Where National Recognition Is Still Pending

A developing federation may still apply where final government, Ministry of Sport, or National Olympic Committee recognition has not yet been obtained.

Where appropriate, FIFS and IPTC may review the organization for provisional or conditional affiliation and may provide official support or introduction correspondence to the competent national authorities.

IPTC is prepared to communicate with governments, Ministries of Sport, National Olympic Committees, sports councils, municipalities, and other relevant institutions in support of credible emerging federations seeking lawful national recognition.

Such communication may explain the international structure of Football Skating, the role of FIFS, the identity and development plan of the applicant federation, and the potential value of national recognition.

Recognition by a government or national authority remains entirely subject to the laws, procedures, and independent decision of the relevant country. Neither FIFS nor IPTC can guarantee approval by a national authority.

Official Name, Logo and Identity Approval

The applicant must submit its proposed official federation name, acronym, logo, national identity elements, website presentation, and public branding for review.

The identity must:

• be professional and distinguishable
• comply with national law
• avoid confusion with another organization
• avoid unauthorized government or Olympic symbols
• respect FIFS intellectual property
• accurately represent the national Football Skating structure

The applicant may not publicly present itself as an officially recognized FIFS national member until the required approval has been issued.

Any later change to the federation name, logo, leadership, legal identity, or public representation must be submitted for review and authorization.

Acceptance of FIFS Rules and Obligations

Every affiliated national federation must formally agree to comply with:

• FIFS Statutes and membership regulations
• official Laws of the Game
• technical and competition regulations
• disciplinary and ethics rules
• safeguarding requirements
• education and certification standards
• branding and intellectual-property guidelines
• anti-discrimination principles
• official reporting obligations
• authorized decisions of FIFS

Affiliation creates both rights and obligations. National members must protect the integrity, reputation, independence, and international development of Football Skating.

Responsibilities of an Affiliated National Federation

Following approval, a national federation is expected to:

• develop Football Skating nationally
• register and supervise clubs, academies, and authorized structures
• train athletes, coaches, referees, and managers
• organize national competitions and development events
• maintain accurate national records
• communicate regularly with FIFS and IPTC
• submit activity and development reports
• promote senior, junior, school, and other approved programs
• follow official technical and educational standards
• protect athletes and young participants
• prepare national teams or approved participants for international events

The federation should also work toward national championships, youth pathways, school development, women's participation, national teams, technical departments, public awareness, and constructive relationships with national sports authorities.

Continuing Compliance and Renewal

Affiliation is not a permanent right without continuing compliance.

National members may be required to provide periodic updates concerning leadership, legal status, office address, contacts, technical personnel, registered clubs, activities, competitions, education, government recognition, and development progress.

Affiliation and recognition licenses may be subject to annual or periodic renewal, updated documentation, continued compliance, and applicable renewal procedures.

Failure to maintain the required standards may result in warning, conditional status, suspension, non-renewal, withdrawal of recognition, or termination in accordance with FIFS rules and due process.

Membership Status Categories

Applicant Status

The organization has submitted an application but has not yet received official affiliation.

Provisional Affiliation

The organization has received conditional recognition while completing specified institutional, technical, educational, or government-related requirements.

Full National Federation Affiliation

The organization has completed the required procedures and has received final FIFS approval and the corresponding official license.

Suspended or Inactive Status

The national member is temporarily restricted, suspended, or inactive due to non-compliance, lack of activity, expired documentation, or another official reason.

Only federations with valid and active status should be presented as fully recognized national members.

Rights of Approved National Members

Subject to membership category, active status, and compliance, an affiliated national federation may be entitled to:

• official recognition as the FIFS national member
• inclusion in the National Federations Directory
• participation in FIFS Congresses and official meetings
• submission of teams for eligible international competitions
• access to coach and referee education
• national development support
• authorized use of affiliation references
• participation in international seminars
• nomination of qualified officials
• consideration for committees and development roles
• access to official technical and administrative information

Voting rights, nomination rights, event eligibility, and committee participation remain subject to FIFS Statutes, membership category, active status, and official authorization.

Limitations of National Affiliation

Affiliation does not authorize a national federation to:

• modify FIFS Laws of the Game without approval
• create unauthorized international competitions
• represent FIFS in governmental or contractual matters without written authority
• grant international recognition independently
• issue international licenses outside the approved framework
• use FIFS branding beyond the authorized scope
• appoint itself as representative of another country
• make public statements on behalf of FIFS without authorization

National federations operate within their approved national jurisdiction and under the international governance of FIFS.

Apply for National Federation Affiliation

Organizations seeking to become the officially affiliated Football Skating federation or national governing body in their country may begin the application process directly through IPTC Organization, as the authorized administrative, communication, documentation, education, and licensing partner within the FIFS affiliation pathway.

Applicants may submit their formal request and supporting documents by email to:

The initial submission should include:

• official application letter
• legal registration documents
• constitution or statutes
• governing-board information
• President and Secretary General documents
• official office address
• website, official email, telephone number, and social-media information
• proposed federation name and logo
• national recognition documents, where available
• referee and coaching information
• national Football Skating development plan
• declaration of compliance with FIFS rules
• any additional documentation requested during the review process

After receiving the application, IPTC will begin official communication with the applicant, review the submitted documentation, explain the remaining requirements, and coordinate the administrative and technical process.

Once all required documents, certifications, registration procedures, and applicable fees have been completed, IPTC will submit its confirmation and recommendation to Federation International Football Skating for final review and approval.

Submission of an application to IPTC does not automatically guarantee affiliation or national recognition. Final approval can only be granted by Federation International Football Skating following completion of the official evaluation process.
