Developing Football Skating Through Schools, Colleges and Universities

A Simple Pathway for Educational Institutions

Federation International Football Skating (FIFS) welcomes schools, colleges, universities, and educational institutions that have the interest and basic capacity to introduce Football Skating to their students.

The affiliation process is designed to be simple, practical, and supportive. Institutions do not need to begin with a complete competitive program. They may apply when they have a suitable space, responsible leadership, and a genuine intention to develop the sport.

FIFS, with the support of IPTC Organization, will guide approved institutions through the affiliation, education, technical preparation, and development process.

Who Can Apply

The following educational institutions may apply:

kindergartens with suitable age-appropriate programs
primary and secondary schools
international schools
public and private schools
colleges
universities
technical and vocational institutions
school sports academies
and educational organizations operating recognized student programs

Institutions may apply whether they already provide skating activities or are planning to begin a new Football Skating program.

Minimum Facility Requirement

An applicant institution should have access to a safe and suitable space for training.

This may include:

a basketball court
a futsal court
an indoor sports hall
a multipurpose school court
a university sports facility
a smooth outdoor court
or another suitable space approved for Football Skating activity

The institution does not need to own a specialized Football Skating venue. A suitable basketball, futsal, or multipurpose court may be sufficient, provided that the surface, dimensions, access, and safety conditions are appropriate.

Unlimited Affiliated Institutions in Each Country

FIFS may affiliate an unlimited number of qualified schools, colleges, and universities within the same country.

Multiple institutions from different cities, regions, education systems, and academic levels may join the international network.

This open structure allows Football Skating to grow through local education communities and creates wider opportunities for students to train, compete, and connect internationally.

Relationship with National Federations

Where an Official FIFS National Federation Exists

Schools and universities should coordinate their national Football Skating activity with the official FIFS-affiliated national federation.

The national federation may support national competitions, education programs, technical supervision, and the connection between affiliated institutions and the international structure.

Where No Official National Federation Exists

Schools and universities may communicate and apply directly through IPTC and FIFS.

Approved educational institutions can become important national development centers and may help create the foundation for future school leagues, university programs, clubs, and national federation structures.

Basic Institutional Requirements

The requirements for educational affiliation are intentionally simple.

The institution should provide:

official name of the school, college, or university
country and city
official address
name of the Principal, Head, Rector, Dean, or authorized institutional leader
name of the school or university sports coordinator
official email address and telephone number
website and social-media links where available
institution logo
details or photographs of the proposed training space
estimated number and age range of interested students
and a short statement of interest in developing Football Skating

Additional documents may be requested only where necessary to verify the identity, authority, safety, or readiness of the institution.

Institutional Leadership and Contact

Each affiliated institution should nominate at least one responsible leader and one operational contact.

These may include:

Principal or School Director
University Rector, Dean, or authorized representative
Head of Physical Education
Sports Coordinator
Student Activities Director
Coach or technical contact
and safeguarding contact where minors participate

The institution is not required to create a separate federation-style board. Its existing educational leadership structure may be used.

Name, Logo and Public Identity

The institution should submit its official name and original logo for inclusion in the FIFS educational affiliation records.

The institution's existing logo should remain original and must not be altered by FIFS, IPTC, or the website designer.

Where the institution creates a dedicated Football Skating program name or team identity, it should submit that name and logo for review before using official FIFS affiliation references.

Affiliation Process

Step 1 - Submit the Request

The school, college, or university sends a brief application and basic institutional information.

Step 2 - Initial Review

IPTC and FIFS review the institution, facility, leadership, student interest, and development potential.

Step 3 - Communication and Guidance

IPTC communicates with the institution, explains the program, identifies any missing information, and recommends the appropriate starting pathway.

Step 4 - Completion of Documents and Registration

The institution completes the required documents, applicable registration procedures, and any requested declarations.

Step 5 - FIFS Approval

The affiliation request is submitted for final approval by Federation International Football Skating.

Step 6 - Official License

Following approval, IPTC issues the official Schools or Universities Affiliation License under the authorized FIFS framework.

Official Affiliation License

Approved institutions will receive an official FIFS Schools or Universities Affiliation License issued through IPTC following FIFS approval.

The license confirms that the institution is part of the official international Football Skating education network for the approved period and status.

The institution may display its valid affiliation license in an appropriate and visible location, such as the school reception, sports department, university sports center, or official website.

The license remains subject to validity, renewal, continuing activity, and compliance with the approved standards.

Membership in the International Schools and Universities Congress

Following receipt of a valid affiliation license, the Principal, Rector, Dean, or officially designated representative of the institution may become an official member of the FIFS International Schools and Universities Congress.

Affiliated institutions will be invited to participate in dedicated Congresses, forums, meetings, and development sessions for schools and universities.

Subject to the approved Congress rules and active membership status, institutional representatives may:

participate in official discussions
present development proposals
share educational experience
contribute to international school and university strategy
join approved committees
take part in elections or appointments where applicable
and exercise voting rights in accordance with the relevant Congress regulations

The Congress will provide a global platform where educational leaders can work directly with FIFS to shape the future development of Football Skating.

Role of IPTC Organization

IPTC Organization will support schools and universities throughout the development pathway.

Its support may include:

application and document guidance
affiliation and licensing administration
communication with FIFS
program design
coach education
referee education
technical training
student development pathways
seminars and workshops
event preparation
competition guidance
and international coordination

The objective is to help institutions move from initial interest to a safe, structured, and internationally connected Football Skating program.

Coach and Referee Education

Affiliated institutions may nominate teachers, coaches, sports coordinators, students, or other qualified participants for approved Football Skating education.

IPTC may provide:

introductory teacher and coach courses
Football Skating coaching education
referee education
online learning
practical seminars
technical assessment
certification
and continuing professional development

Institutions may begin before all coaches and referees are certified, but they should work toward developing qualified personnel as their program grows.

Student Training and Development

Affiliated institutions will be encouraged to establish regular Football Skating activities for their students.

Programs may include:

introductory sessions
physical education modules
after-school programs
university recreation programs
school or university teams
internal competitions
inter-school or inter-university events
talent identification
and preparation for national and international participation

Training should be progressive, age-appropriate, inclusive, and delivered in accordance with safety and technical guidance.

Safety and Student Protection

Student safety is a central condition of affiliation.

Institutions should provide:

appropriate supervision
safe training space
suitable skates and equipment
age-appropriate instruction
basic emergency arrangements
parent or guardian consent where required

and compliance with local school, university, and national safety rules

IPTC and FIFS may provide additional safety and program guidance according to the age group and activity level.

First Schools Football Skating World Cup 2028

Federation International Football Skating is planning the first official Schools Football Skating World Cup for 2028.

Affiliated schools will form the principal international development network for this historic event.

Between affiliation and the 2028 World Cup, schools will be encouraged to:

establish regular training
develop qualified coaches and referees
organize internal competitions
identify and prepare student teams
participate in approved national or regional programs
submit development updates
and complete the future event eligibility requirements

A valid affiliation license will create an official pathway toward participation, but it will not automatically guarantee World Cup entry. Final eligibility will remain subject to the official 2028 competition regulations, registration, and approval.

University Development Pathway

Universities may develop Football Skating as a student activity, competitive team program, physical education initiative, research subject, or international university sports project.

University affiliation may support:

student teams
campus competitions
inter-university tournaments
sports-science research
coach and referee education
event-management experience
volunteering and internships
and future international university championships

FIFS aims to establish a long-term international university network alongside the school-development pathway.

Responsibilities of Affiliated Institutions

An affiliated school, college, or university is expected to:

maintain accurate contact and leadership information
provide a safe environment
develop Football Skating activity
respect FIFS rules and technical standards
support coach and referee education
protect students and young participants
use the affiliation status correctly
communicate with the national federation or IPTC/FIFS
submit basic activity updates when requested
and support the positive development of the sport

The purpose of affiliation is active development, not only the possession of a certificate.

Rights and Opportunities

Subject to active status and applicable regulations, affiliated institutions may receive:

official FIFS affiliation recognition
an official Schools or Universities Affiliation License
listing in the international directory
access to approved educational programs
coach and referee development opportunities
technical and program guidance
participation in dedicated Congresses and forums
voting rights under approved Congress rules
access to school or university events
international networking
and a pathway toward future World Cup or championship participation

Specific event entry, voting procedures, committee roles, and international participation remain subject to active membership and the applicable regulations.

Affiliation Status and Renewal

Educational institutions may hold different statuses:

Inactive or Suspended Institution

Affiliation licenses may be issued for a defined period and may require renewal, updated information, activity confirmation, and continuing compliance.

Institutions must report significant changes to leadership, contact details, legal identity, location, program status, or logo.

Apply Through IPTC Organization

Schools, colleges, and universities may apply directly through IPTC Organization for official FIFS affiliation.

Applicants may send their request and supporting information to:

license@iptcertification.com

The initial email should include the institution name, country, city, official contact person, facility information, approximate number of interested students, and a brief explanation of the proposed Football Skating program.

After receiving the request, IPTC will communicate with the institution, review the information, guide the application process, and coordinate final approval with FIFS.

Submission of an application does not automatically guarantee affiliation. Final approval is granted only after completion of the required process and official FIFS authorization.
