Federation International Football Skating (FIFS) welcomes national federations, clubs, schools, universities, academies, coaches, referees, technical officials, and qualified organizations that wish to become part of the official international Football Skating structure.

All applications for affiliation, registration, licensing, education, certification, and institutional recognition are coordinated through IPTC Organization - International Professional Training Certification - as the Strategic Partner of FIFS for education, certification, licensing, documentation, and applicant communication.

Applicants may begin the process by contacting IPTC, submitting the required documents, completing the applicable forms, satisfying the relevant technical and administrative requirements, and paying the applicable fees.

Who Can Apply

The official application pathway is open to the following categories:

• National Federations and National Governing Bodies
• Football Skating Clubs and Academies
• Schools, Colleges and Universities
• Coaches and Technical Instructors
• Referees and Technical Officials
• Event and Competition Officials
• Educational and Development Institutions
• and other organizations approved by FIFS for a defined international or national role

Each category has its own eligibility criteria, documentation, education requirements, fees, validity period, and approval process.

The Role of FIFS

FIFS is the international governing authority responsible for approving official affiliation, recognition, membership status, technical authority, and participation within the international Football Skating structure.

FIFS retains final authority to approve, conditionally approve, defer, suspend, reject, renew, or withdraw an affiliation, certification-related authorization, or official status in accordance with its statutes, regulations, technical standards, and institutional responsibilities.

No application, payment, document submission, course completion, or preliminary communication guarantees final approval by FIFS.

The Role of IPTC Organization

IPTC Organization serves as the authorized strategic partner supporting the FIFS application and development system.

Its responsibilities may include:

• receiving and registering applications
• communicating with applicants
• providing the correct forms and checklists
• reviewing submitted documents
• coordinating education and certification programs
• administering applicable registration and licensing procedures
• supporting logo, identity, and institutional documentation review
• collecting or processing applicable fees through approved channels
• preparing completed files for FIFS review
• issuing authorized licenses or certificates following approval
• maintaining applicant and license records
• and supporting renewal, update, or compliance procedures

IPTC does not replace the final authority of FIFS. It manages and supports the approved administrative, educational, certification, and licensing pathway.

Application Categories

National Federation Affiliation

For organizations seeking official national representation and recognition within their country. This category requires the most complete legal, governance, technical, leadership, and national-structure review.

Club Affiliation

For clubs, academies, and organized local sport structures seeking official connection to the international Football Skating network. The process is simpler than national federation affiliation.

Schools and Universities Affiliation

For educational institutions with suitable facilities and an interest in developing student programs, coach and referee education, and future competition pathways.

Coach Certification

For individuals seeking approved education, assessment, and certification to coach Football Skating within the applicable level and discipline.

Referee Certification

For individuals seeking approved education, examination, practical assessment, and certification to officiate Football Skating competitions.

Other Licenses and Authorizations

For approved events, educational centers, technical officials, institutional partners, and other categories introduced through FIFS and IPTC regulations.

Standard Application Process

Step 1 - Contact IPTC

The applicant sends an initial request to IPTC Organization and identifies the application category, country, organization, or individual role.

Step 2 - Receive the Application Requirements

IPTC provides the relevant forms, document checklist, eligibility requirements, education pathway, fee information, and next-step instructions.

Step 3 - Submit Forms and Supporting Documents

The applicant completes the forms and submits complete, accurate, current, and verifiable documentation.

Step 4 - Administrative and Technical Review

IPTC reviews the file and may request corrections, additional documents, interviews, technical education, assessments, or clarification.

Step 5 - Complete Education or Certification Requirements

Where applicable, the applicant completes the required course, seminar, examination, practical assessment, or competency verification.

Step 6 - Complete Applicable Registration and License Fees

The applicant completes the approved payment process for the relevant application, education, certification, registration, license, or renewal.

Step 7 - Submission for FIFS Approval

Once the file is complete, IPTC submits the application or recommendation to FIFS for the appropriate final review and authorization.

Step 8 - Issuance of Official Status, License or Certificate

Following approval, IPTC issues the authorized affiliation license, recognition document, certificate, registration confirmation, or other approved credential.

General Documentation Requirements

The exact requirements depend on the application category. Applicants may be asked to submit:

• official application form or request letter
• legal or institutional registration documents where applicable
• governing-board or leadership information
• passport or identity documents for authorized persons
• official address and operating location
• website, email, telephone, and social-media information
• official logo and organization identity
• facility or training-location information
• coach, referee, or technical personnel information
• curriculum vitae or professional profile
• photographs in the required format
• development plan or statement of purpose
• acceptance of FIFS rules and code of conduct
• medical, safeguarding, or insurance information where relevant
• proof of course completion or assessment
• and any additional documentation required for the selected category

Applicants should submit only genuine and current documents. FIFS and IPTC may request verification, certified copies, translation, or additional evidence where reasonably required.

• facility declaration
• code of conduct acceptance
• data and privacy consent
• safeguarding declaration

Incomplete, unsigned, expired, inconsistent, or altered forms may be returned for correction.

Education, Assessment and Certification

Coach, referee, and technical-official applicants must complete the approved education and assessment pathway for the relevant discipline and level.

The pathway may include:

• online learning
• in-person seminars
• technical study materials
• practical training
• written examination
• video assessment
• practical assessment
• experience verification
• continuing education
• and periodic renewal or revalidation

Course attendance alone does not guarantee certification. Certification is issued only after the applicant satisfies the required learning, assessment, conduct, documentation, and payment conditions.

Registration, Certification and License Fees

Applicable fees may differ according to the applicant category, country, membership level, course, certification level, license type, validity period, and required services.

Before payment, IPTC will provide the applicant with the relevant fee information, payment instructions, and applicable terms.

Applicants should use only official payment channels confirmed by IPTC. Payments made to unauthorized individuals or unofficial accounts may not be recognized.

Unless otherwise stated in the applicable terms, payment does not guarantee approval and does not remove the obligation to complete the required documentation, education, assessment, or compliance process.

Review and Due Diligence

FIFS and IPTC may conduct reasonable administrative, technical, institutional, or identity checks before granting official status.

The review may consider:

• accuracy of submitted information
• legal or institutional identity
• leadership authority
• professional history
• technical competence
• facility suitability
• safeguarding and safety readiness
• public representation and branding
• previous disciplinary matters
• conflicts with existing national structures
• and compliance with FIFS standards

The applicant may be asked to attend an online meeting, provide additional evidence, correct public information, or complete specific conditions before approval.

Approval Statuses

Depending on the application category and stage of completion, an applicant may receive one of the following statuses:

Applicant

The request has been received but has not yet been approved.

Under Review

The documentation, eligibility, education, or institutional structure is being evaluated.

Provisional or Conditional Approval

The applicant has been accepted subject to completion of specified conditions within an approved period.

Approved and Active

The applicant has completed the required process and holds valid official status, license, certificate, or affiliation.

Expired, Inactive, Suspended or Withdrawn

The status is no longer active due to expiry, non-renewal, inactivity, non-compliance, suspension, or official withdrawal.

Validity and Renewal

Affiliations, licenses, registrations, and certificates may be issued for a defined validity period.

Renewal may require:

• updated documents
• confirmation of current leadership or contact information
• evidence of continuing activity
• completion of continuing education
• revalidation or reassessment
• renewal forms
• payment of applicable renewal fees
• and confirmation of continued compliance

Holding an expired document does not authorize continued use of active FIFS or IPTC status.

Use of Official Names, Logos and Credentials

Applicants and approved members may use FIFS, IPTC, affiliation, license, certification, or recognition references only within the scope expressly authorized.

They may not:

• alter official logos or certificates
• claim a higher status than granted
• claim national authority without national federation approval
• issue international certificates independently
• transfer a license or certificate to another person or organization
• use expired credentials as active
• create unauthorized international events
• or represent FIFS or IPTC in contracts, government matters, or public statements without written authorization

Misuse may result in correction requests, suspension, withdrawal, or other action under the applicable regulations.

Accuracy, Integrity and Applicant Responsibility

Applicants are responsible for ensuring that all submitted information is accurate, complete, lawful, and current.

False documents, misleading claims, impersonation, undisclosed conflicts, unauthorized payments, or material misrepresentation may result in rejection, cancellation, suspension, or withdrawal of status.

Applicants must promptly report significant changes affecting their organization, leadership, contact details, legal status, location, certification, or eligibility.

Data Protection and Confidentiality

Application files may contain personal, legal, institutional, educational, or technical information.

FIFS and IPTC will use submitted information for legitimate purposes related to application review, communication, education, certification, licensing, recordkeeping, compliance, and official administration.

Applicants should not send unnecessary sensitive information and should use the official communication channels provided by IPTC.

Public directories or announcements will include only information approved for publication or reasonably required to confirm official status.

No Automatic Approval or Guaranteed Outcome

Submitting an application, paying a fee, attending a course, or completing an initial review does not create an automatic right to affiliation, recognition, certification, licensing, event participation, voting rights, appointment, or national representation.

Final outcomes depend on the applicable category, completed requirements, technical and institutional review, compliance status, and official FIFS authorization.

Where an application is not approved, IPTC may explain the principal outstanding requirements or identify a future development pathway where appropriate.

National Structure and Jurisdiction

Where an official FIFS-affiliated national federation exists, clubs, schools, universities, coaches, referees, and national activities may be required to coordinate through that federation and comply with the approved national structure.

Where no official national federation exists, applicants may communicate directly with IPTC and FIFS, subject to the relevant application category and future national-development arrangements.

Affiliation or certification does not automatically grant exclusive authority over a country or the right to act as its national federation.

Appeals, Corrections and Exceptional Review

Where permitted by the applicable rules, applicants may request clarification, submit corrected documents, or ask for reconsideration of an administrative decision.

Any appeal or review request must be submitted through the official channel, within the applicable period, and with supporting reasons or evidence.

FIFS retains final authority in matters of affiliation, recognition, certification-related authorization, licensing, official status, and interpretation of its regulations.

Applicants may submit their initial request and available supporting documents to:

After receiving the request, IPTC will provide the relevant application pathway, forms, documentation checklist, education requirements, fee information, and next steps.
