Introduction
The Management Board of Federation International Football Skating (FIFS) is responsible for supporting coordinated management, operational administration, and implementation of the federation's approved international programs, policies, and strategic priorities.
The Management Board operates under the direct leadership and supervision of the President of FIFS, who serves as the federation's principal executive authority and provides the final strategic and executive direction for the international development of Football Skating.
Its purpose is to ensure that the federation's decisions, development plans, international relations, technical programs, events, and administrative responsibilities are translated into organized and effective action.
Leadership and Executive Authority
The Management Board is led by the President of FIFS.
The President provides the federation's overall strategic direction, executive leadership, international representation, institutional supervision, approval of major programs and appointments, coordination between disciplines, and final oversight of the federation's operational and development activities.
The Management Board supports the President in implementing this direction and coordinating the work of the federation across its international structures.
The President may assign, revise, expand, or withdraw specific responsibilities from Management Board members according to the operational needs, development stage, and strategic interests of FIFS.
Composition of the Management Board
The Management Board may include the President of FIFS, Vice Presidents, discipline leaders, the Secretary General, senior executive officials, heads of strategic departments, continental or regional representatives, event leadership representatives, and other officials appointed by the President.
The composition of the Management Board may develop over time as FIFS expands internationally and strengthens its professional, technical, and administrative structures.
Membership of the Management Board is based on official appointment, professional suitability, institutional trust, relevant experience, and commitment to the international development of Football Skating.
Appointment by the President
All individuals serving in management, executive, operational, technical, event, or committee positions within FIFS must be formally appointed or confirmed by the President of Federation International Football Skating.
This principle applies to Management Board members, Executive Board officials, committee chairpersons, committee members, continental and national representatives, technical directors, event directors, World Cup organizing officials, host-country representatives, international organizing committee members, national organizing committee members, referee committee officials, coaching and education officials, competition management personnel, and other persons holding an official FIFS role.
No title, position, mandate, or representative authority within FIFS is considered official unless it has been authorized or confirmed through an official presidential appointment, decree, mandate, or written approval.
This system protects the integrity of the federation and ensures that all individuals acting in the name of FIFS are properly recognized, accountable, and connected to the federation's official leadership structure.

Official Mandates and Appointment Documents
Appointments may be issued through Presidential Decrees, Official Appointment Letters, Mandates, Certificates of Appointment, Official Identification Cards, Committee Authorizations, Event Accreditation, or other formal documents approved by FIFS.
Where official documentation, identification, certification, licensing, or appointment materials are required, IPTC - International Professional Training Certification - is responsible for the operational preparation and issuance of such documents under the authority and approval of FIFS.
The validity, duration, scope, and conditions of each appointment may be defined in the relevant official document.
Responsibilities of the Management Board
The Management Board supports the President in implementation of approved federation policies, international development planning, coordination of official disciplines, management of federation programs, support for national federation development, supervision of clubs, schools, and university pathways, preparation of international events, coordination with host countries, technical and administrative planning, membership and affiliation development, education and certification programs, communication with committees, and implementation of presidential decisions.
Each member is responsible for carrying out the duties formally assigned to them and reporting progress through the appropriate leadership structure.
Discipline Management
The Management Board supports the coordinated development of all official Football Skating disciplines, including FUTINS, RollerSoccer, Ice Football Skating, and Freestyle Football Skating.
Each discipline may be supported by a Vice President, discipline director, technical leader, or other official appointed by the President.
Discipline leaders are responsible for supporting development within their assigned area, while remaining accountable to the President and the wider institutional framework of FIFS.
No discipline operates independently from the authority, identity, policies, or strategic direction of FIFS.
Implementation of Presidential Decisions
One of the principal functions of the Management Board is to support the implementation of decisions, directives, and strategic priorities approved by the President.
This includes converting high-level direction into operational plans, project responsibilities, timelines, international coordination, technical programs, committee actions, and measurable development activity.
The Management Board serves as a practical bridge between the federation's leadership vision and the day-to-day implementation of approved activities.
International Events and World Cup Management
For FIFS-authorized competitions and international events, the Management Board may support the President in coordinating international organizing structures, host-country committees, technical committees, referee committees, competition management, education programs, accreditation, media coordination, government relations, and event reporting.
All host and international officials appointed to work within a FIFS World Cup, continental event, national event, or other approved competition must hold an official appointment or authorization from the President of FIFS.
This requirement applies to all official event structures, including the international and local organizing committees of future Football Skating World Cups.
Cooperation with IPTC
Since 2014, IPTC - International Professional Training Certification - has supported the international development of FUTINS and the wider institutional foundations that later contributed to the development of FIFS.
Since the formal international establishment of FIFS in 2017, IPTC has served as the federation's principal strategic, financial, educational, certification, development, and operational partner.
IPTC is responsible for major areas of delivery, including international event development, identification and coordination of host partners, sponsor development, financial support and project funding, coach and referee seminars, certification and licensing, equipment and official product development, international development missions, communication with governments and ministries of sport, engagement with National Olympic Committees, establishment and affiliation of national federations, development and affiliation of clubs, and operational support for FIFS-authorized programs.
The Management Board coordinates with IPTC under the direction and approval of the President to ensure that the federation's international programs are implemented effectively and professionally.

Coordination with Committees
The Management Board may coordinate the work of FIFS committees, including the Technical Committee, Competition Committee, Referee Committee, Coach and Education Committee, Ethics and Disciplinary Committee, Youth Development Committee, Women Development Committee, Medical and Athlete Welfare Committee, Media and Communications Committee, and other committees established by the President.
Committees operate within the mandate granted to them and remain accountable to the President and the authorized management structure.
Committee recommendations do not become official federation decisions unless approved by the President or another duly authorized FIFS authority.
Accountability and Reporting
Management Board members are expected to perform their assigned duties professionally, maintain regular communication, provide accurate reports, protect confidential information, avoid unauthorized representation, respect the authority of the federation, and act in the international interests of Football Skating.
Members must not sign agreements, issue official commitments, create financial obligations, represent FIFS externally, or appoint other individuals unless they have received the necessary written authority.
This protects FIFS from unauthorized commitments and ensures consistency across its international operations.
Duration and Review of Appointments
Management Board appointments may be permanent, fixed-term, event-specific, project-specific, temporary, or subject to periodic review.
The President may review an appointment based on performance, professional conduct, activity level, institutional needs, compliance with FIFS policies, or changes in the federation's international structure.
Appointments may be renewed, revised, suspended, or terminated by the President when required to protect the interests, efficiency, and credibility of FIFS.
Professional Conduct and Institutional Discipline
Management Board members must perform their duties with integrity, loyalty, professionalism, accountability, confidentiality, cooperation, and respect for the official leadership of FIFS.
Members are expected to support the development of the federation and avoid conduct that may damage its reputation, authority, unity, or international relationships.
The Management Board is a working leadership structure. Membership is therefore connected to active contribution, responsibility, and measurable service to the federation.
A Management Structure Designed for Growth
Football Skating is an internationally developing sport, and its governance and management structures must be capable of responding to changing conditions, new opportunities, and different stages of institutional growth.
The Management Board has therefore been designed as a flexible and professionally guided structure operating under the leadership of the President.
As FIFS develops stronger national federations, more experienced officials, and broader international systems, the Management Board may also expand and evolve.
Its central purpose, however, remains unchanged: to support the President, implement the federation's strategic direction, coordinate international operations, and help build a stronger future for Football Skating worldwide.
