Introduction

The Congress and General Assembly of Federation International Football Skating (FIFS) provide the principal international forum through which the federation's recognized members participate in governance, institutional development, strategic dialogue, and the future direction of Football Skating.

The General Assembly represents the collective voice of the recognized membership of FIFS. It brings together national federation leaders, authorized representatives, members of the federation's governing bodies, and other eligible participants in accordance with the FIFS Statutes, regulations, and officially approved procedures.

Through this structure, FIFS aims to promote accountable governance, international cooperation, fair representation, institutional continuity, and responsible decision-making across the global Football Skating community.

The General Assembly

The General Assembly is the highest representative decision-making body of FIFS, subject to the federation's Statutes and applicable regulations.

Its role is to consider and decide upon matters of major institutional importance, including the federation's governance, strategic direction, membership, leadership, international development, and other matters formally submitted to it.

Depending on the official agenda and the provisions of the FIFS Statutes, the General Assembly may consider matters such as:

approval of the official agenda and previous minutes

reports from the President, executive leadership, committees, and administration

membership, affiliation, suspension, or related institutional matters

amendments to the Statutes, regulations, or governance framework

elections or confirmations of eligible office-holders

appointments requiring General Assembly approval

strategic development plans and international priorities

official competition and event matters

financial, administrative, or audit reports

proposals submitted by eligible members

and other matters reserved for the General Assembly

All formal powers, voting rights, eligibility conditions, notice periods, quorum requirements, and decision-making procedures remain governed by the official Statutes and regulations of FIFS.

The FIFS Congress

The FIFS Congress serves as a major international gathering of the Football Skating community and may be organized in connection with the General Assembly, the World Cup, or another significant international federation event.

While the General Assembly carries the federation's formal governance function, the Congress provides a broader platform for:

international consultation

strategic meetings

federation development

technical presentations

education and knowledge exchange

continental and national reports

future event planning

cooperation between members

communication with institutional partners

The Congress allows representatives from different countries and continents to meet directly, exchange experience, review the progress of the sport, and contribute to the federation's wider international development.

Representation of National Federations

Recognized national federations form an essential part of the Congress and General Assembly structure.

Each participating federation must be represented by an officially authorized delegate in accordance with the applicable FIFS rules and accreditation procedures. Representatives may be required to submit official authorization, federation documentation, valid licensing status, and other required credentials before participating in formal proceedings.

This process helps protect the integrity of the General Assembly and ensures that each country is represented by an authorized and accountable national body.

Where official federation licenses, delegate credentials, recognition documents, accreditation, certificates, or related formal documentation are required, IPTC - International Professional Training Certification - may carry out the relevant operational and issuance processes under the authority and approval of FIFS.

Governance, Elections and Appointments

Where elections are included in the official agenda, they must be conducted in accordance with the FIFS Statutes, election regulations, approved eligibility requirements, and formally adopted procedures.

The election process should protect:

equal treatment of candidates

confidentiality where required

accurate recording of votes

official confirmation of results

Positions that fall within the appointing authority of the President of FIFS or another authorized federation body may be filled through official appointment rather than election, subject to the Statutes and governance framework.

Following a valid election or appointment, the corresponding official appointment decree, mandate, certificate, identification, or recognition document may be prepared and issued through IPTC under FIFS authority and presented by the federation to the appointed or elected official.

Ordinary and Extraordinary Meetings

The General Assembly may meet in an Ordinary Session according to the federation's established governance cycle.

An Extraordinary General Assembly may also be convened when urgent or exceptional matters require formal consideration, subject to the conditions and procedures contained in the FIFS Statutes.

Meetings may be organized:

in person

through an approved virtual platform

through a legally and technically valid hybrid format

provided that identity verification, secure participation, proper documentation, voting integrity, and accurate recording of proceedings can be maintained.

Agenda, Proposals and Official Documentation

The agenda of the General Assembly should be formally prepared and circulated through the appropriate federation channels within the required notice period.

Eligible members may submit proposals, motions, nominations, or requests for inclusion on the agenda in accordance with FIFS procedures and applicable deadlines.

provisional and final agendas

member proposals

candidate information

annual and committee reports

draft resolutions

statutory amendments

voting materials

attendance and accreditation records

The official minutes and adopted resolutions provide the formal institutional record of the meeting.

Ethics, Integrity and Conflicts of Interest

All participants in the Congress and General Assembly are expected to act in the best interests of FIFS and the international development of Football Skating.

Delegates, office-holders, candidates, committee members, and invited participants must respect the federation's ethical principles, confidentiality requirements, disciplinary framework, and conflict-of-interest rules.

Any individual with a direct personal, commercial, or institutional conflict concerning a matter under consideration should disclose that conflict and follow the applicable recusal or participation procedures.

The credibility of the General Assembly depends on responsible conduct, transparent governance, and decisions made for the benefit of the sport rather than individual interests.

Strategic and Operational Cooperation with IPTC

FIFS operates as the international governing and regulatory authority for Football Skating. Unless otherwise approved in writing, FIFS does not directly finance the organization of competitions, development missions, equipment procurement, international travel, accommodation, logistics, education programs, or commercial event operations.

Under an officially approved cooperation framework, IPTC - International Professional Training Certification - serves as a principal strategic development, investment, education, certification, and operational delivery organization supporting the international growth of Football Skating and the implementation of FIFS-authorized programs and events.

IPTC may finance and deliver such activities through its own resources, commercial partners, sponsors, host organizations, and approved project structures.

The respective rights, revenues, costs, intellectual property, licensing fees, profit participation, and financial responsibilities of FIFS and IPTC shall be governed by written agreements approved in accordance with the FIFS Statutes and applicable governance procedures.

International Dialogue and Institutional Cooperation

The Congress also creates an important platform for engagement with:

ministries of sport

National Olympic Committees

international and continental sport organizations

educational institutions

host-country representatives

sponsors and strategic partners

media and broadcasting organizations

invited diplomatic or institutional guests

These relationships can support the international recognition, expansion, education, commercial development, and long-term sustainability of Football Skating.

The Congress During Major FIFS Events

When organized alongside the Football Skating World Cup or another major FIFS event, the Congress provides national federation presidents and official delegates with the opportunity to combine governance responsibilities with direct observation of the sport's international development.

During such Congress programs, FIFS may present:

upcoming World Cups and international events

new discipline projects

membership and affiliation developments

Official federation licenses, recognitions, mandates, and appointment documents may also be formally presented during the Congress after completion of the relevant approval and issuance procedures.

Congress 2027

The FIFS Congress 2027 is planned as an important institutional component of the wider Football Skating World Cup 2027 program.

It is expected to bring together presidents and authorized delegates of recognized national federations, FIFS leadership, committee representatives, international officials, and selected institutional guests.

The Congress will provide an opportunity to review the development of Football Skating, discuss the next international cycle, present official federation matters, strengthen relations among members, and coordinate future projects across the federation's disciplines and development programs.

Where authorized by FIFS, IPTC will support the Congress through operational preparation, accreditation, official documentation, licensing, certification, appointment materials, and related administrative delivery.

Decisions and Institutional Accountability

Decisions validly adopted by the General Assembly become part of the official governance framework of FIFS and must be respected and implemented by the relevant federation bodies and members, subject to the Statutes and applicable law.

The appropriate FIFS leadership, committees, and administrative structures are responsible for following up on adopted resolutions and reporting on implementation where required.

This process creates a clear link between international discussion, formal decision-making, and practical institutional action.
