International Structure of Official Recognition and Professional Development

Introduction

Education, Certification, Licensing, and official recognition systems within Football Skating are operated by IPTC - International Professional Training Certification - under the authority and recognition of Federation International Football Skating (FIFS).

This structure plays a central role in the professional development of the sport worldwide and supports the long-term growth of Football Skating through official seminars, international certification pathways, licensing systems, federation support, club recognition, and the issuance of formal documents and credentials across different levels of the sport.

Through this framework, IPTC supports FIFS in building a more organized, credible, and internationally recognized system for coaches, referees, national federations, clubs, organizers, volunteers, and other official stakeholders connected to the global development of Football Skating.

International Seminars

One of the core responsibilities of IPTC is the organization of international seminars for referees, coaches, and official participants of Football Skating in different parts of the world.

Since 2014, IPTC has organized hundreds of international seminars in multiple countries through both in-person and online formats. These seminars have helped create and strengthen the global professional structure of the sport by preparing qualified referees, coaches, organizers, and technical personnel under recognized international standards.

The seminar system is designed not only to train new participants, but also to ensure that existing officials remain updated in relation to rules, technical standards, event procedures, and international expectations for the new season.

Coaches and Referees Certification Pathway

The official certification pathway for referees and coaches in Football Skating is structured through progressive national, continental, and international levels.

The official levels are:

• A Plus International

This certification pathway helps establish a clear professional ladder for development, recognition, and qualification within the sport.

Today, more than 1,000 official referees and coaches are active in Football Skating worldwide, having participated in recognized educational and certification processes under the wider FIFS and IPTC framework.

Official Certification and Annual Renewal

Official certification is an important pillar of professional quality and international credibility in Football Skating.

Referees, coaches, and national federations are expected to keep their official status updated through the recognized systems operated by IPTC under FIFS authority. This includes participation in online or in-person seminars, technical updates, educational reviews, and seasonal renewal processes.

Through this system, participants remain informed about updated rules, technical developments, refereeing standards, coaching expectations, and official requirements for the new cycle of activity.

Licenses, certifications, and official renewal documents are issued by IPTC and recognized by FIFS, then delivered to the relevant coaches, referees, federations, clubs, teams, and official institutions.

Licensing and Official Recognition

IPTC also plays an important role in the development of official Football Skating structures worldwide by supporting the recognition and licensing process of national bodies and sport entities.

Acting as the official representative and supporting structure of FIFS in this field, IPTC has worked with ministries of sport, National Olympic structures, and official national authorities in different countries to support the registration, formal recognition, and licensing of Football Skating federations.

Today, more than 65 official federations are active internationally within the Football Skating environment.

These official recognitions and licenses are approved by FIFS, issued through IPTC, and delivered to the corresponding national entities as part of the international development structure of the sport.

Federation, Club and Institutional Support

Beyond coach and referee certification, IPTC supports the wider structural development of Football Skating through official documentation, recognition systems, and institutional support.

This includes support related to national federations, clubs, official entities, recognized organizers, affiliated structures, and other bodies operating within the Football Skating system.

Through this role, IPTC helps strengthen consistency, credibility, and documentation standards across the expanding global network of Football Skating.

Official Documents, Awards and Recognition

A major part of IPTC's role is the issuance of official documents, recognitions, certificates, licenses, and appreciation credentials across different levels of the sport.

These may include coach and referee certificates, annual licensing documents, federation recognition documents, club-related official documents, event credentials, volunteer certificates, organizing committee certificates, appreciation letters for sponsors and partners, official awards and recognition certificates, and a wide range of sport-related formal documentation issued under FIFS authority.

In major international events, this structure also extends to official recognitions presented to champions, runners-up, third-place teams, best goalkeeper, best female player, top scorer, fair play team, referees, volunteers, organizers, sponsors, broadcasters, institutional partners, host representatives, and distinguished international guests.

These official recognitions are prepared and issued through IPTC as part of the wider official event and federation system.

IPTC Support in World Cup Operations

The role of IPTC becomes especially visible in relation to major international events such as the Football Skating World Cup.

In the lead-up to major championships, IPTC begins educational and preparation programs months in advance. For example, in relation to the 2024 World Cup and the planned 2027 World Cup, IPTC has played and continues to play a major role in referee education, international selection pathways, technical seminars, volunteer preparation, organizing team training, official accreditation support, and post-event official certification.

Referees from different countries participate in international seminars under the guidance of senior trainers and official instructors. From this process, the strongest candidates are identified and selected for higher-level event responsibilities, including World Cup refereeing structures and committees.

For the 2027 World Cup, IPTC is expected to carry out multiple international development and seminar missions across Africa, Asia, Europe, the Americas, and Oceania, in coordination with FIFS and under the leadership of Dr. Mehdi Salman Pour, President of FIFS.

These missions are expected to support both the wider international development of Football Skating and the technical preparation and selection of referees, including both male and female officials, for World Cup-level responsibilities.

At the same time, IPTC is expected to begin structured education for the volunteer teams and event organizing groups in the host country, ensuring that operational personnel are properly trained for their specific roles before the event begins.

Those who successfully complete the relevant training and responsibilities may receive official event ID cards, and after successful completion of the event, official certificates issued by IPTC under FIFS authority.

This system helps ensure that the World Cup is delivered in a more academic, professional, structured, and internationally aligned manner.

Congress, Appointments and Official Delivery

During major international events, IPTC also supports FIFS through the official delivery of licenses, recognition documents, and formal appointment materials.

At the 2027 Congress, IPTC is expected to issue and prepare the relevant 2027-2028 licenses under FIFS authority for the presidents of national federations and other official structures as required.

In addition, official appointment documents for those elected or officially appointed to positions within the federation structure may also be prepared through IPTC under the approved authority of FIFS and its leadership.

This role reflects IPTC's importance not only in education and certification, but also in the structured administrative and documentary support of the international federation system.

Long-Term Strategic Role of IPTC

IPTC has supported Football Skating since 2014 and has played an increasingly important international role since 2017 in relation to education, certification, event support, international seminars, federation development, and operational delivery.

IPTC was a key organizing structure behind the historic 2024 World Cup in Trabzon, Türkiye, and is expected to continue its major role in support of international Football Skating projects linked to 2027, 2028, 2029, and 2030, including World Cup, club, school, ice, and freestyle event platforms across different disciplines.

This long-term role gives the federation a stronger and more stable backbone for international growth, professional education, structured recognition, and event delivery.

The continued development of Football Skating requires more than competition. It requires structure, education, certification, licensing, official recognition, and a professional system trusted by countries, institutions, coaches, referees, and organizers.
