Introduction

Federation International Football Skating (FIFS) considers referee development to be one of the most important foundations of professionalism, fairness, and international credibility in Football Skating.

A modern international sport cannot grow without a strong refereeing system. For this reason, FIFS - with the important support of IPTC - International Professional Training Certification - has invested for years in building a structured, international, and continuously developing referee pathway across different countries and continents.

Since 2014, international referees from across the world and all five continents have been trained through the wider FIFS-IPTC refereeing system, through both in-person seminars and online international education programs.

Training and Development Since 2014

Since 2014, FIFS and IPTC have supported the development of Football Skating referees through a growing international education structure.

Many referees have participated in official in-person seminars, online international referee seminars, technical update programs, competition preparation courses, and international certification pathways.

Through these efforts, the federation has helped build a broader global base of referees who understand the rules, technical standards, and international expectations of Football Skating officiating.

This long-term educational structure has been one of the most important reasons why the refereeing system of Football Skating has become more professional, more international, and more organized year after year.

Assistant Referee Pathway for Young Officials

In some cases, FIFS has also supported introductory training and certification opportunities for participants under the age of 18 through the role of Assistant Referee.

This pathway is important because it helps identify, guide, and prepare the next generation of refereeing talent from an earlier stage.

By introducing younger participants to the principles of officiating, discipline, game understanding, and technical responsibility, the federation helps create a stronger future pipeline of experienced referees for the sport.

FIFS believes that by 2025, the international refereeing committee of Football Skating will stand among the strongest and most professionally organized refereeing committees across emerging and developing sports worldwide.

The objective is not only to increase the number of referees, but to improve referee quality, international consistency, technical knowledge, fitness for major events, rule interpretation, and professional conduct in international competition.

Referees Selected for World Cup Competition

Referees invited to Football Skating World Cup events are not chosen randomly.

In each discipline, World Cup referees are expected to be officials who are officially certified, technically updated, internationally active, professionally prepared, and selected from different countries and regions of the world.

This ensures that the refereeing structure of the World Cup reflects both international quality and global representation.

The federation considers the refereeing panel of the World Cup to be one of the most important technical pillars of the event. For that reason, referee selection is based on serious preparation, structured evaluation, and up-to-date qualification.

Annual Update and Continuous Education

All referees within the international Football Skating system are expected to continue their development on a regular basis.

Referees must participate in official update seminars and educational programs in order to renew their technical knowledge, stay aligned with official rules and interpretations, maintain active refereeing status, and update both their knowledge and certification level where required.

FIFS believes that refereeing quality can only remain strong when education is continuous.

For this reason, annual update systems are an essential part of the refereeing structure and help ensure that referees remain prepared for modern international officiating standards.

The Operational Role of IPTC

Where referee education, certification, licensing, technical seminars, official updates, or formal documentation are involved, IPTC plays an important operational role within the wider FIFS refereeing system.

Under the authority and recognition of FIFS, IPTC supports referee education programs, certification issuance, licensing processes, seminar organization, technical updates, and official documentation related to refereeing development.

This role helps ensure that referee development is supported by a credible, organized, and internationally structured operational framework.
