Presidential Leadership, Strategic Direction and Institutional Coordination

Introduction

The Executive Board of Federation International Football Skating (FIFS) is a senior leadership and governance body supporting the President in the strategic direction, institutional continuity, and worldwide development of Football Skating.

FIFS is an international federation operating within a developing global sport. Its national structures, technical systems, professional resources, and institutional capacity continue to grow across different countries and continents. For this reason, the federation applies a leadership model that combines strong presidential executive authority with structured consultation, documented decisions, and institutional support from the Executive Board.

The President provides the principal executive leadership of FIFS and holds primary responsibility for directing the federation, representing it internationally, protecting its interests, and ensuring that approved programs, partnerships, competitions, and development initiatives are implemented effectively.

Presidential Executive Leadership

The President of FIFS is the federation's principal executive authority and highest international representative. The President leads the strategic, institutional, operational, diplomatic, and development direction of the federation, except for matters expressly reserved to the General Assembly by the FIFS Statutes.

In carrying out this responsibility, the President may:

define and direct the international strategy of FIFS

approve and supervise major development programs and global expansion priorities

represent FIFS before governments, ministries of sport, National Olympic Committees, international institutions, sponsors, partners, and host organizations

authorize negotiations, cooperation frameworks, strategic partnerships, and event-development processes

appoint or remove officials, advisers, representatives, committee leaders, project directors, and operational personnel within the authority granted by the Statutes

approve the establishment, reorganization, activation, or temporary suspension of committees and working groups

issue presidential directives, mandates, appointments, authorizations, and implementation instructions

take urgent or protective decisions when delay could damage the federation, its events, its members, its rights, or the international development of the sport

coordinate and supervise the work of the Executive Board, Management Board, committees, departments, and authorized delivery partners

refer appropriate matters to the Executive Board or General Assembly for consultation, confirmation, or decision where required.

The President may delegate specific responsibilities while retaining overall executive supervision and the authority to review implementation. Delegation does not remove the President's responsibility for the federation's strategic direction or international representation.

Role of the Executive Board

The Executive Board supports the President by providing senior-level consultation, institutional continuity, international representation, and coordinated assistance in the implementation of the federation's priorities.

Its role may include:

reviewing strategic matters submitted by the President

supporting implementation of presidential directives and General Assembly decisions

providing regional, technical, institutional, and international advice

supporting communication with national federations and continental representatives

reviewing reports from committees, departments, and major projects

assisting with international events, membership development, and federation expansion

considering matters that the President places before the Board

approving or confirming matters where such approval is specifically required by the FIFS Statutes or an adopted governance instrument

helping maintain institutional stability between meetings of the General Assembly.

The Executive Board is intended to strengthen the President's ability to lead the federation effectively. It is not an operational substitute for the President, nor does it assume powers that have not been expressly assigned to it under the FIFS Statutes.

Development-Stage Governance Model

Football Skating is expanding internationally, and many national federations and institutional structures remain in active stages of education, organization, and professional development.

During this development phase, FIFS requires coherent leadership, rapid coordination, and the ability to make timely international decisions. The President therefore maintains primary executive responsibility for the federation's day-to-day leadership, international negotiations, strategic partnerships, event authorization, global development, and operational coordination.

As the federation's membership, technical bodies, committees, and national structures continue to mature, governance procedures may be further developed and expanded through duly approved statutory and regulatory instruments. Such development should preserve institutional continuity and protect the federation from paralysis, fragmentation, or conflicting authority.

Composition of the Executive Board

The Executive Board may include the President, Vice Presidents, Secretary General, designated Executive Board Members, continental or regional representatives, and other officials recognized under the FIFS Statutes or appointed through an authorized federation process.

Members are expected to support the federation with professional conduct, international cooperation, practical contribution, and respect for the President's executive leadership and the official governance structure of FIFS.

The composition, mandate, term, eligibility, replacement, and removal of members are governed by the FIFS Statutes, applicable regulations, and valid appointment or election instruments.

Strategic Planning and International Development

The President, supported by the Executive Board, directs the long-term international development of Football Skating across all official disciplines and institutional pathways.

Priority areas may include:

recognition and development of national federations

continental and regional expansion

FUTINS, RollerSoccer, Ice Football Skating, and Freestyle Football Skating

World Cups, continental events, national events, and international championships

schools, universities, clubs, youth, and women development

coach and referee education and certification

technical rules, competition standards, and event quality

governmental, institutional, commercial, media, and educational partnerships

global promotion and long-term recognition of Football Skating.

The President may establish priorities, approve action plans, assign responsibilities, and authorize the partners and structures required to implement these programs.

FIFS and IPTC: Strategic and Operational Partnership

IPTC - International Professional Training Certification - has supported the international structure of the sport since 2014, initially through its cooperation with the World FUTINS Federation and, from 2017 onward, as the principal strategic and operational partner of Federation International Football Skating.

Since the formal international development of FIFS began in 2017, IPTC has been responsible for providing and coordinating essential financial, educational, technical, developmental, organizational, and operational support for the federation and the worldwide growth of Football Skating.

This responsibility includes:

financial and institutional support for FIFS-authorized development activities

global development strategy, project design, and implementation support

organization of international online and in-person seminars

education, certification, licensing, and updating of coaches and referees

preparation and issuance of approved official certificates, licenses, recognition documents, appointments, and accreditation materials under FIFS authority

development and financing of official sport equipment, products, competition materials, balls, uniforms, jerseys, and related operational resources

identification and coordination of host partners, sponsors, investors, service providers, and strategic partners for FIFS-authorized events

financial planning, fundraising, sponsorship development, and operational delivery for international competitions and World Cups

international travel, accommodation, logistics, media, marketing, promotion, and event-production requirements

communication and cooperation with ministries of sport, National Olympic Committees, governments, institutions, national representatives, clubs, schools, and universities

support for affiliation, recognition, activation, and development of national federations, clubs, and other authorized structures

continuous work to improve the technical, organizational, commercial, and presentation quality of FIFS events and programs.

The official Football Skating competition ball and other sport-development products have been created through ideas and technical direction led by FIFS President Dr. Mehdi Salman Pour and developed through financial and operational resources provided by IPTC.

IPTC performs these responsibilities under approved cooperation frameworks, FIFS authorization, and the strategic direction of the President. The respective rights, revenues, costs, licensing arrangements, intellectual property, commercial participation, and financial responsibilities of FIFS and IPTC are governed by written agreements and approved institutional instruments.

International Competitions and Major Events

FIFS is the international governing and regulatory authority responsible for authorizing its official competitions, protecting the identity and technical standards of the sport, and granting the relevant event, hosting, recognition, and competition rights.

The President holds primary authority for directing international event strategy, approving host-development processes, authorizing negotiations, and supervising the institutional relationship between FIFS, IPTC, host organizations, and approved partners.

IPTC is responsible for the strategic development, financing coordination, commercial preparation, partner identification, event planning, international promotion, education programs, logistics, equipment, operational delivery, and quality development of FIFS-authorized World Cups and other events, subject to the applicable written agreements and presidential authorization.

Unless FIFS expressly assumes a financial obligation through a written and duly approved instrument, FIFS does not directly finance event operations, equipment procurement, travel, accommodation, logistics, staffing, promotion, or development activities.

Committees, Departments and Authorized Officials

The President may establish committees, departments, advisory groups, task forces, and project structures required for the development and administration of FIFS.

The President may appoint chairpersons, directors, representatives, advisers, technical officials, and other authorized persons; define their mandates; request reports; reorganize responsibilities; and replace officials where necessary to protect performance, accountability, or the interests of the federation.

Committees and departments operate under the strategic authority of the President and within the mandates, regulations, and written instructions applicable to their work. Their recommendations support decision-making but do not independently bind the federation unless approved by the competent FIFS authority.

Membership, Recognition and Federation Development

The President, supported by the Executive Board and the relevant departments, directs the international development of national federation membership, affiliation, recognition, and institutional activation.

This may include reviewing new-country proposals, appointing development representatives, authorizing preliminary structures, approving negotiations, coordinating national federation establishment, and determining the pathway toward official recognition or affiliation in accordance with FIFS requirements.

IPTC is responsible for the operational preparation, certification, licensing, documentation, education, communication, and development support required for approved national federations, clubs, schools, universities, representatives, coaches, referees, and affiliated structures under FIFS authority.

Executive Board Meetings

The Executive Board may meet in person, online, or through an approved hybrid format. Meetings are convened by the President or by an authorized official acting under the President's direction, subject to the FIFS Statutes and applicable procedures.

The President determines or approves the agenda and chairs the meeting, unless an authorized alternative arrangement is made. Members may submit recommendations and supporting information for consideration.

Minutes and decisions should be recorded appropriately. Where urgent action is required, the President may issue a decision or directive within presidential authority and subsequently inform the Executive Board or submit the matter for confirmation where the Statutes expressly require it.

Decisions, Directives and Implementation

Presidential decisions, mandates, directives, and authorizations issued within the President's authority form part of the official executive administration of FIFS and must be implemented by the relevant officials, departments, committees, and authorized partners.

Executive Board resolutions apply within the authority granted to the Board by the FIFS Statutes or through a valid delegation. Matters expressly reserved to the General Assembly must be submitted to that body in accordance with the applicable rules.

This allocation of authority enables FIFS to combine decisive executive leadership with documented governance and institutional accountability.

Ethics, Loyalty and Professional Responsibility

Executive Board members and all appointed officials are expected to act with integrity, loyalty, confidentiality, professionalism, and respect for the international interests of FIFS.

Members must support the lawful decisions and authorized direction of the federation, protect confidential and proprietary information, avoid unauthorized representation, and refrain from actions that could damage FIFS, its events, its members, its partners, or the development of Football Skating.

Any relevant ethical, disciplinary, confidentiality, or conflict-related matter is managed under the applicable FIFS governance instruments and valid decisions of the competent authority.

Institutional Continuity and Future Development

The Executive Board helps maintain continuity and international coordination while FIFS continues to develop stronger national federations, professional committees, technical experts, and institutional systems.

The federation's governance framework may evolve as its global structures mature. Any future development should strengthen expertise, accountability, and member participation while preserving the President's ability to lead effectively, protect the federation, and act in the best interests of the worldwide development of Football Skating.

Building a Stronger International Federation

FIFS requires leadership that can transform an innovative sport into a sustainable international system.

Through the executive leadership of the President, the institutional support of the Executive Board, and the established strategic and operational responsibilities of IPTC, the federation continues to develop its international membership, competitions, education systems, technical standards, partnerships, and global presence.

This leadership structure is designed to protect continuity, accelerate development, and ensure that Football Skating can move forward with clear direction and international ambition.
