Official Status and Application

These Competition Regulations govern the organization, participation, sporting structure and official administration of the 16th Senior Football Skating World Cup and the 2nd Junior Football Skating World Cup 2027.

They shall be applied together with the official FIFS FUTINS Laws of the Game, the Participation, Eligibility and Registration Regulations, the disciplinary regulations, and all official circulars, technical directives and decisions issued by Federation International Football Skating - FIFS.

Participation constitutes full acceptance of these Regulations and all related official requirements.

Governing Authority

Federation International Football Skating - FIFS is the international governing authority of the Football Skating World Cup and retains final authority over competition recognition, technical regulations, team eligibility, national representation, referee appointments, competition integrity, official results and disciplinary decisions.

IPTC Organization shall act as the Main Organizer and shall manage the approved registration, accreditation, quality-control, certification and operational procedures under FIFS authority and approvals.

Competition Categories

Senior Category

The Senior category is for eligible athletes above seventeen years of age, subject to the official age cut-off date stated in the event circular.

Junior Category

The Junior category is for eligible athletes from fourteen to seventeen years of age, subject to the official age cut-off date and identity verification.

Senior and Junior teams shall be registered, evaluated and accredited separately.

Eligible National Teams

• Receipt of official technical qualification approval.
• Formal endorsement by the competent national sports authority.
• Completion of the official registration process.
• Submission of all required documents within the deadlines.
• Compliance with FIFS affiliation and national licensing requirements.
• Payment of all applicable registration and licence fees.
• Receipt of written confirmation of participation.

Submission of an application does not create an automatic right to participate. FIFS may limit the number of teams according to technical standards, venue capacity, operational needs and the final competition format.

Official National Representation

Each country shall be represented by a national federation, association or authorized national body accepted by FIFS.

A formal endorsement letter must be issued by the Ministry of Sport, National Olympic Committee, Government Sports Authority, National Sports Council or another recognized public sports authority. It must be addressed directly to FIFS and identify the official Senior and Junior teams and their delegation members.

Team Composition

Each team shall register a minimum of five and a maximum of ten players. Five players, including one goalkeeper, may be on the court at one time.

The final team list shall identify the goalkeeper or goalkeepers, outfield players, team captain, head coach, assistant coach, team manager, head of delegation or team supervisor, medical staff and other approved officials.

The Senior team and Junior team may have separate technical and management staff.

Mixed-Gender Requirement

FUTINS is ordinarily played as a mixed-gender team discipline. On a ten-player list, no gender may represent more than eighty per cent of the registered players.

Both genders shall ordinarily be represented on the court. Where one gender is unavailable, the team may be required to continue with fewer players in accordance with the Laws of the Game and the official competition decision.

Local and Foreign Players

At least fifty per cent of the registered players on each team must be local players of the represented country. Up to fifty per cent may be eligible foreign players.

A foreign player should normally be a genuine legal resident of the represented country, live there and participate in the country’s training and team-preparation programme.

In exceptional circumstances, a foreign professional player who does not yet hold residence may be considered where a valid official contract exists with the team, federation or authorized national body. Such participation requires documentary evidence and prior written approval from FIFS.

Temporary recruitment solely for the World Cup without genuine sporting or contractual connection is prohibited.

Technical Qualification and Quality Control

All teams must complete the official FIFS technical qualification and quality-control process before final acceptance.

Beginner-level athletes and teams that do not demonstrate adequate skating ability, Football Skating knowledge, tactical awareness, physical preparation and team coordination shall not be accepted.

Knowledge of the Official Laws

National federations are responsible for ensuring that all athletes, coaches and officials are trained under the official FIFS FUTINS Laws of the Game.

FIFS may require attendance at a technical meeting, rules seminar or official briefing. Failure to attend a compulsory session may result in a regulatory or disciplinary sanction.

Registration and Documentation

The complete registration package must be submitted no later than two months before the official opening date unless an earlier deadline is announced.

Late, incomplete or inaccurate submissions may be rejected. No extension shall be assumed.

Official Fees

Registration Fee

The official Registration Fee is USD 150 per registered delegation member.

This fee applies to every athlete, goalkeeper, coach, technical official, team manager, federation official, medical staff member, media staff member and any other accredited delegation member.

Federation Licence Fee

The FIFS National Federation Licence or Licence Renewal Fee is USD 800 where applicable.

Protest Fee

The fee for lodging an official protest is USD 200.

Payment instructions and deadlines shall be issued through official FIFS/IPTC communications.

Official National-Team Uniform

• Unified official team jersey
• Matching shorts
• Matching socks
• Clearly visible player name and number
• Country name or country code
• National flag
• Distinct goalkeeper uniform

Permitted marks may include the national federation logo, national flag, FIFS logo, IPTC logo, official World Cup identity and authorized sponsor logos approved in writing.

Uniforms belonging to another sport, federation, competition or unauthorized organization are prohibited. Final designs and professional photographs must be submitted for approval.

Accreditation

Only registered and approved persons shall receive official accreditation. Accreditation is personal, non-transferable and valid only for the approved role and access level.

Senior and Junior technical teams may receive separate accreditation allocations. Exact quotas shall be announced in the official event circular.

Each country may additionally nominate its Federation President and senior officials such as a Vice President or Secretary General to attend the FIFS World Congress held during the World Cup.

Official Match Schedule

The official schedule shall be issued after confirmation of participating teams, competition format, group allocation, venue availability, broadcast requirements and operational needs.

Teams must remain available for matches, training sessions, technical meetings, the FIFS World Congress where applicable, official ceremonies and required programmes.

The organizers may amend the schedule for safety, venue, broadcast, force-majeure or operational reasons.

Competition Format

The tournament shall include a group stage followed by classification and/or knockout stages. The final structure shall depend on whether the event is organized for thirty-two, forty-eight or another officially approved number of countries.

The number of groups, teams per group and qualification pathway shall be published after the final team confirmation and official draw.

Official Draw

The draw shall be conducted under FIFS authority. Teams may be seeded according to previous World Cup performance, continental representation, technical ranking, competitive balance, host considerations and the number of participating teams.

The confirmed draw shall be official and binding.

Group-Stage Points

• Win: 3 points
• Draw: 1 point for each team
• Loss: 0 points

Group Ranking and Tie-Breaking Criteria

Where two or more teams finish the group stage with equal points, ranking shall be determined in the following order:

• Superior goal difference in all group matches.
• Higher number of goals scored in all group matches.
• Result of the head-to-head match between the tied teams.
• Superior goal difference in the head-to-head matches between the tied teams.
• Better Fair Play record, based on fewer disciplinary cards and sanctions.
• Official drawing of lots conducted by the Competition Committee.

Where three or more teams are tied, the head-to-head criteria shall be applied through a mini-table formed only from the matches played among the tied teams.

Knockout Matches and Determination of a Winner

Where a knockout match, classification match or final ends level after regulation time, two periods of extra time shall be played. The duration of each period shall be determined and announced by the Referees Committee and Competition Committee.

If the match remains level, each team shall initially take five penalty shots.

If the teams remain level after five penalties each, penalties shall continue one by one until all ten registered players of each team have taken a penalty.

If the teams are still equal after all eligible registered players have taken a penalty, the winner shall be determined by an official coin toss conducted under the supervision of the authorized Competition Committee and match officials.

Minimum Number of Players and Forfeit

A match may begin only where each team has the minimum number of eligible players required by the Laws.

A match may be abandoned if a team has fewer than three eligible players on the court.

The official forfeit result shall normally be 3-0, unless the Competition Committee determines another result because of the match circumstances, an existing score or disciplinary considerations.

A team that refuses to play, fails to appear, leaves the court without authorization or deliberately prevents completion may be removed from the competition.

Substitutions

Substitutions are unlimited. The player being replaced must completely leave the court before the substitute enters through the designated substitution zone or door.

Illegal substitution may result in a personal foul, team foul, disciplinary card or additional sanction.

Team Benches and Technical Areas

Only accredited persons listed on the official match sheet may occupy the technical area.

Players and officials must not enter the court without permission, obstruct officials, interfere with opponents, use abusive language, display unauthorized political or commercial material, or film and live-stream from restricted areas without permission.

Team Time-Outs and Match Delays

Team time-outs shall be governed by the FUTINS Laws of the Game.

Teams must restart immediately when the authorized time expires. Unjustified delay may result in an official countdown, team foul, Short Penalty or disciplinary sanction.

Appointments shall be made through the FIFS Referees Committee and shall not be subject to approval by participating teams.

Official Match Record

The official FIFS World Cup Score Sheet or an approved electronic system shall be used for every match.

Each team is responsible for checking its match information before the official record is signed.

Disciplinary Cards

Players on the Court and Players on the Bench

• Two Yellow Cards = one Red Card.
• Four Yellow Cards = one Black Card.
• Two Red Cards = one Black Card.
• A Black Card may also be issued directly for serious misconduct.

Coaches and Team Officials Outside the Court

Coaches and team officials may receive Yellow Cards and Black Cards. They shall not receive Red Cards.

Effect of Cards Between Matches

Yellow Cards and Red Cards are reset after each match and do not carry into the next match.

A Black Card carries a mandatory suspension from the next match for the person concerned, whether a player, coach, manager or other official, and may also be referred for further disciplinary review.

Protests and Appeals

A protest must be announced immediately after the match by the authorized Team Manager or Head of Delegation and must then be submitted in writing through the official procedure.

The protest must identify the match, the issue and the legal or regulatory basis, and must be accompanied by the USD 200 Protest Fee.

Protests against a referee’s factual decision during play shall not normally be accepted.

The exact time allowed for completing the written protest shall be announced in the official event circular.

Medical and Emergency Procedures

Teams are responsible for ensuring that athletes are medically fit and appropriately insured.

The authorized medical team and match officials may prevent continued participation where there is a significant health or safety risk, including concussion, serious injury, loss of consciousness or acute physical distress.

Anti-Doping

All participants shall comply with the applicable FIFS anti-doping requirements and any rules adopted for the World Cup.

Refusal, tampering, prohibited-substance violations or interference with testing may result in disqualification, suspension, loss of result and further disciplinary action.

Safeguarding and Junior Protection

• Parental or legal-guardian consent

• Travel permission where required

• Required child-protection documentation

Harassment, abuse, exploitation, intimidation or inappropriate conduct toward any participant, particularly a Junior athlete, is strictly prohibited.

Visa Support

After final approval and registration, official invitation letters may be issued for delegation members who require visas.

FIFS, IPTC Organization and the Host Country shall cooperate to facilitate the visa-support process within their lawful authority. An invitation letter does not guarantee issuance of a visa or permission to enter the host country.

Travel and Team Services

Official information concerning travel, arrival, airports, accommodation, local transportation, meals, team services and host-country guidance shall be published before the competition on the official website:

Media, Image and Live-Streaming Rights

Official photographs, video, interviews and match footage may be used for broadcast, news reporting, promotion, education, historical records and official FIFS or World Cup publications.

Only authorized media may film or broadcast from controlled competition areas.

The detailed live-streaming, media-rights and content-redistribution regulations shall be issued before the World Cup.

Sponsorship and Commercial Regulations

Team sponsors and commercial marks are subject to uniform approval, FIFS brand regulations, host-country law, event sponsorship restrictions and protection of official World Cup partners.

Unauthorized, conflicting, political, discriminatory, offensive or prohibited commercial messages may be rejected.

Mandatory Ceremonies and Official Programmes

Attendance at the Opening Ceremony and Closing Ceremony is mandatory for all participating teams.

Teams may also be required to attend the medal ceremonies, official team presentation, technical congress, coaches’ and referees’ meetings, media activities and cultural programmes.

Teams must wear the designated official uniform and follow ceremony protocols.

Official Awards

The official special awards shall include:

• Best Women Player Cup
• Best Goalkeeper Cup
• Top Scorer Cup
• Best Fair Play Team Cup

There shall be no general Best Player award. Award criteria and selection procedures shall be determined by the authorized technical and competition authorities.

Withdrawal and Failure to Participate

A team that withdraws after confirmation must immediately notify FIFS and IPTC Organization in writing.

Detailed withdrawal deadlines, refund conditions, financial responsibility and possible sanctions shall be published before the event.

A team that fails to appear for a scheduled match without an accepted reason may lose the match by forfeit and may be removed from the competition.

Force Majeure

FIFS and the authorized organizers may amend, postpone, relocate, suspend or cancel part or all of the competition because of circumstances beyond reasonable control, including natural disaster, war, civil disturbance, government restriction, public-health emergency, security threat, venue failure or major transport disruption.

Decisions shall be made in the interests of safety, fairness and competition continuity.

Official Communications

Official communications shall be issued through FIFS correspondence, IPTC registration and operational systems, official World Cup Circulars, Team Managers’ communications, technical meetings and the official World Cup website.

Each delegation is responsible for regularly checking official communications.

Final Authority

FIFS retains final authority over the interpretation and application of these Competition Regulations.

Where a matter is not expressly addressed, FIFS and the authorized Competition Committee shall decide according to the FUTINS Laws of the Game, competition integrity, player safety, fairness, the technical identity of Football Skating and the best interests of the World Cup.

Official decisions shall be binding, subject only to an appeal procedure expressly established by FIFS.
