Specialized Committees of Federation International Football Skating

Introduction

The specialized committees of Federation International Football Skating (FIFS) support the technical, operational, educational, disciplinary, administrative, and international development of Football Skating and its official disciplines.

Each committee is established to address a defined area of responsibility and to provide professional knowledge, recommendations, planning, coordination, and implementation support within the wider FIFS structure.

All FIFS committees operate under the strategic leadership and institutional authority of the President of Federation International Football Skating.

Committee mandates, chairpersons, members, responsibilities, duration of appointment, and reporting structures are approved or confirmed by the President through an official appointment, presidential decree, mandate, or written authorization.

Purpose of the Committee Structure

The FIFS committee system has been designed to provide specialist knowledge in key areas of the sport; support the President and Management Board; strengthen technical and operational standards; coordinate international development programs; prepare professional recommendations; support the delivery of competitions and World Cups; improve education and certification systems; protect ethics, discipline, safety, and institutional credibility; and create pathways for qualified international specialists to contribute to the federation.

Committees help convert the federation's strategic direction into organized technical and operational activity.

Presidential Authority and Committee Appointments

All committee chairpersons, deputy chairpersons, members, advisers, technical officials, and event-specific committee personnel must be formally appointed or confirmed by the President of FIFS.

No individual may publicly use a FIFS committee title, represent a committee, issue instructions, sign documents, communicate official decisions, or act on behalf of FIFS without valid written authorization.

The President may establish a new committee, appoint its chairperson and members, define or revise its mandate, merge related committees, create temporary or project-specific committees, replace inactive members, suspend committee activity, or dissolve a committee when necessary.

This structure ensures that all committees remain aligned with the federation's international policies, priorities, and institutional interests.

Authority and Limitations of Committees

FIFS committees operate within the specific mandate assigned to them. They may study relevant matters, prepare technical recommendations, develop proposals, assist with program implementation, coordinate approved activities, produce reports, and support official federation projects.

However, a committee recommendation does not automatically become an official decision of FIFS. Formal approval must be issued by the President or another authority specifically authorized in writing by the President.

Unless expressly authorized, committees may not create financial obligations, sign contracts or agreements, collect money or sponsorship, appoint third parties, issue licenses or certificates, authorize events, change official regulations, represent FIFS externally, or make binding commitments on behalf of the federation.

Permanent and Strategic Committees

Technical and Laws of the Game Committee

The Technical and Laws of the Game Committee supports the development, interpretation, review, and modernization of the technical framework of Football Skating. Its responsibilities may include reviewing the Laws of the Game, preparing technical amendments, analyzing match formats and playing environments, supporting the technical development of official disciplines, studying equipment and playing-area requirements, preparing interpretations and technical guidance, supporting rule education, and making recommendations to the President. The committee may work across FUTINS, RollerSoccer, Ice Football Skating, and Freestyle Football Skating. Any amendment to official Laws of the Game becomes valid only after formal approval by the President and publication through the authorized FIFS system.

Competitions and Events Committee

The Competitions and Events Committee supports the planning, preparation, coordination, and evaluation of FIFS-authorized competitions, including World Cups, continental events, national events, club competitions, junior competitions, school competitions, open international tournaments, competition formats, event calendars, qualification systems, draws, team arrangements, match scheduling, venue readiness, and post-event reporting. The committee works under the direction of the President and coordinates with IPTC, host organizations, event management teams, technical officials, and approved partners.

Referees Committee

The FIFS Referees Committee is responsible for supporting the international development, technical preparation, evaluation, and coordination of Football Skating referees. Its responsibilities may include referee education, interpretation of the Laws of the Game, certification pathways, technical updates, assessment, evaluation, referee fitness and readiness, selection recommendations for international events, World Cup referee preparation, assistant referee development, and maintenance of active referee standards. Only referees who are officially certified, active, updated, and approved may be considered for major FIFS competitions. IPTC is responsible for the operational delivery of referee seminars, certification, licensing, renewal, documentation, and related education programs under FIFS authority.

Coaches and Education Committee

The Coaches and Education Committee supports the development of qualified coaches and structured education programs across all Football Skating disciplines. Its responsibilities may include coach education standards, certification pathways, training methodologies, athlete-development systems, age-category coaching, team-building programs, technical seminars, coach evaluation, annual updates, and preparation of coaches for national, continental, and international competition. IPTC is responsible for the operational delivery of seminars, certification, licensing, education materials, and official coaching documentation under FIFS authority.

Ethics and Disciplinary Committee

The Ethics and Disciplinary Committee supports the protection of integrity, professional conduct, fairness, and institutional discipline within FIFS. Its responsibilities may include reviewing alleged misconduct, disciplinary complaints, breaches of regulations, unethical behavior, unauthorized representation, confidential information violations, and conflicts of interest, while supporting fair disciplinary procedures and presenting recommendations to the President. Any final disciplinary decision, sanction, suspension, termination, or official action must be approved by the President or another competent authority formally authorized under the FIFS governance framework.

Membership, Affiliation and National Federations Committee

The Membership, Affiliation and National Federations Committee supports the international growth and institutional development of FIFS membership. Its work may include reviewing applications from new countries, evaluating proposed national federation structures, supporting communication with Ministries of Sport and National Olympic Committees, reviewing legal and administrative documents, supporting club and federation development, monitoring active affiliation status, reviewing renewal requirements, and preparing recommendations for recognition, affiliation, suspension, or reinstatement. IPTC is responsible for operational coordination, documentation, licensing, certification, affiliation processes, and communication support under FIFS authority. Final recognition and affiliation remain subject to approval by the President.

Youth and Junior Development Committee

The Youth and Junior Development Committee supports the long-term development of young Football Skating athletes through youth-development strategy, junior competition systems, age-category pathways, talent identification, junior national teams, youth safety and welfare, assistant referee pathways, young coach-development opportunities, and preparation for Junior World Cup participation.

Schools and Universities Development Committee

The Schools and Universities Development Committee supports the introduction and expansion of Football Skating within educational institutions. Its work may include school and university affiliation, kindergarten and youth introductory programs, teacher and coach education, school team development, internal and regional competitions, national qualification pathways, international school participation, and preparation for the Schools Open Football Skating World Cup planned for 2028. IPTC is responsible for operational development, education, certification, affiliation documentation, and implementation support under FIFS authority.

Women Development Committee

The Women Development Committee supports equality, opportunity, participation, and professional advancement for women throughout Football Skating, including athletes, coaches, referees, managers, administrators, committee members, event officials, and federation leaders. The committee promotes meaningful participation and equal access to education, certification, leadership, competition, and international development.

Medical, Safety and Athlete Welfare Committee

The Medical, Safety and Athlete Welfare Committee supports the health, safety, and well-being of athletes and officials. Its responsibilities may include competition safety, athlete medical readiness, injury-prevention guidance, emergency procedures, safeguarding, protective equipment, return-to-play considerations, event medical planning, and welfare standards for youth participants.

Equipment and Innovation Committee

The Equipment and Innovation Committee supports the technical development, testing, evaluation, and standardization of Football Skating equipment, including official match balls, skating equipment, goals or alternative scoring structures, uniforms and jerseys, protective equipment, competition surfaces, technical products, medals and awards, and future sport innovations. Product development, procurement, production, commercial coordination, and financial investment are managed through IPTC and approved partners under the direction of the President.

Media, Communications and Broadcasting Committee

The Media, Communications and Broadcasting Committee supports the international presentation, visibility, and reputation of FIFS through official communications, press releases, website content, social media coordination, media accreditation, event media operations, television and broadcast coordination, photography and video archives, international promotion, and protection of the FIFS public identity. IPTC is responsible for operational media, promotion, broadcasting coordination, and commercial communication where assigned under the FIFS-IPTC cooperation structure.

International Relations and Government Affairs Committee

The International Relations and Government Affairs Committee supports FIFS engagement with governments, Ministries of Sport, National Olympic Committees, municipalities, embassies, international sport organizations, educational institutions, host countries, and strategic public-sector partners. All high-level representation and formal institutional commitments remain subject to presidential direction and approval.

Sponsorship, Commercial and Exhibition Committee

The Sponsorship, Commercial and Exhibition Committee supports commercial opportunities connected to FIFS-authorized programs and events, including sponsorship proposals, commercial partnerships, exhibitions, brand activations, hospitality, event vendors, product opportunities, media partnerships, and international commercial development. IPTC is responsible for sponsorship development, commercial negotiations, investment coordination, exhibition delivery, and operational implementation, subject to approved agreements and the strategic direction of the President.

Legal and Governance Committee

The Legal and Governance Committee supports the development and review of the institutional and regulatory framework of FIFS, including Statutes, governance policies, committee mandates, appointment structures, codes of conduct, disciplinary procedures, membership regulations, event agreements, intellectual-property protection, and institutional compliance. Important legal documents should be reviewed by appropriately qualified legal professionals in the relevant jurisdiction.

Finance, Audit and Administrative Review Committee

The Finance, Audit and Administrative Review Committee may support financial oversight and institutional transparency in assigned areas, including reviewing financial reports, monitoring approved budgets, reviewing event accounts, supporting audit procedures, examining financial documentation, and preparing recommendations concerning financial controls. Because FIFS and IPTC have separate financial and operational responsibilities, the committee must respect the contractual allocation of revenues, costs, licensing fees, investment, sponsorship income, and commercial rights between the two organizations.

Discipline-Specific Committees

FUTINS Committee

Responsible for supporting the technical identity, development, competitions, national structures, and international growth of FUTINS.

RollerSoccer Committee

Responsible for supporting the history, identity, club structure, competition development, and international expansion of RollerSoccer.

Ice Football Skating Committee

Responsible for preparing the technical, competition, equipment, safety, and international-development framework for Ice Football Skating and its planned first World Cup in 2028.

Freestyle Football Skating Committee

Responsible for supporting the Laws of the Game, judging system, competition structure, athlete development, and preparation of the first international open competition planned for 2028.

All discipline committees operate within FIFS and remain accountable to the President. No discipline committee may operate as an independent federation or separate governing authority outside the official FIFS structure.

All host-country and international committee members must be officially appointed or confirmed by the President of FIFS. Their appointments may be limited to the duration of the specific event or project.

Committee Meetings and Reporting

Committees may meet in person, online, or through an approved hybrid format. Each committee should maintain an approved mandate, official list of members, meeting agendas, attendance records, minutes, recommendations, action plans, and progress reports. Committee chairpersons report directly to the President or to an authorized supervisor appointed by the President. The President may request reports, documents, progress updates, or explanations at any time.

Appointment Duration and Performance Review

Committee appointments may be continuing, fixed-term, temporary, project-specific, event-specific, or subject to periodic review. Continued appointment depends on active contribution, professional conduct, delivery of assigned responsibilities, regular communication, respect for FIFS policies, confidentiality, and institutional trust. The President may renew, revise, suspend, replace, or conclude any committee appointment according to the needs and interests of FIFS.

International Participation in FIFS Committees

FIFS welcomes qualified professionals from different countries and continents who can contribute genuine knowledge and active service to the federation. Committee participation may include former athletes, experienced coaches, certified referees, sport managers, medical professionals, educators, legal advisers, media specialists, event experts, government-relations professionals, and other qualified specialists.

Committees Designed for Action

The FIFS committee system is intended to be practical, active, and development-oriented. Committees are not created only to provide titles. They are expected to perform real work, deliver useful expertise, support implementation, provide accountable reports, and contribute measurable value to the international development of Football Skating. Under the leadership of the President, the committees provide FIFS with a flexible international network of specialists capable of supporting the sport's technical growth, institutional development, major events, education systems, and long-term global expansion.
